SYNOPSIS AS INTRODUCED:
 
110 ILCS 305/9  from Ch. 144, par. 30

    Amends the University of Illinois Act in a Section concerning scholarships for the children of veterans. Provides that the total number of scholarships annually granted to recipients from each county may not exceed 3. Removes the Civil War and World War I as periods of hostilities for which a county may award a scholarship. Adds any time during the siege of Beirut and the Grenada Conflict between June 14, 1982 and December 15, 1983 as a period of hostility for which a county may award a scholarship. Provides that if a scholarship is not awarded for a given period of hostilities listed in the Section because there are no qualified applicants, then the county may award the scholarship for another one of the listed periods of hostilities, in which case there may be more than one scholarship awarded for the same period of hostilities. Effective July 1, 2015.

1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The University of Illinois Act is amended by
5changing Section 9 as follows:
 
6    (110 ILCS 305/9)  (from Ch. 144, par. 30)
7    Sec. 9. Scholarships for children of veterans. For each of
8the following periods of hostilities, each county shall be
9entitled, annually, to one honorary scholarship in the
10University, for the benefit of the children of persons who
11served in the armed forces of the United States, except that
12the total number of scholarships annually granted to recipients
13from each county may not exceed 3: the Civil War, World War I,
14any time between September 16, 1940 and the termination of
15World War II, any time during the national emergency between
16June 25, 1950 and January 31, 1955, any time during the Viet
17Nam conflict between January 1, 1961 and May 7, 1975, any time
18during the siege of Beirut and the Grenada Conflict between
19June 14, 1982 and December 15, 1983, or any time on or after
20August 2, 1990 and until Congress or the President orders that
21persons in service are no longer eligible for the Southwest
22Asia Service Medal, Operation Enduring Freedom, and Operation
23Iraqi Freedom. If an honorary scholarship is not awarded for a

1given period of hostilities because there are no qualified
2applicants, then the county may award the scholarship for
3another one of the listed periods of hostilities, in which case
4there may be more than one scholarship awarded for the same
5period of hostilities. Preference for scholarships shall be
6given to the children of persons who are deceased or disabled.
7Such scholarships shall be granted to such pupils as shall,
8upon public examination, conducted as the board of trustees of
9the University may determine, be decided to have attained the
10greatest proficiency in the branches of learning usually taught
11in the secondary schools, and who shall be of good moral
12character, and not less than 15 years of age. Such pupils, so
13selected, shall be entitled to receive, without charge for
14tuition, instruction in any or all departments of the
15University for a term of at least 4 consecutive years. Such
16pupils shall conform, in all respects, to the rules and
17regulations of the University, established for the government
18of the pupils in attendance.

20    Section 99. Effective date. This Act takes effect July 1,
212015.
