Creates the Sand Mine and Transportation Study Act. Provides that the Department of Transportation shall conduct a sand mine and transportation study on the effects of sand mine operations in LaSalle county and its bordering counties, and produce a report on its findings. Allows the Department to consult with other agencies to carry out its purposes. Requires the Department to submit its report by January 1, 2016. Contains a repealer provision. Effective immediately.

2 | | Be it enacted by the People of the State of Illinois,

3 | | represented in the General Assembly:

4 | | Section 1. Short title. This Act may be cited as the Sand
|
5 | | Mine and Transportation Study Act. |
6 | | Section 5. Sand Mine and Transportation Study. |
7 | | (a) The Department of Transportation shall conduct a sand |
8 | | mine and transportation study on the effects of sand mine |
9 | | operations in LaSalle county and its bordering counties, and |
10 | | produce a report on its findings. The report shall include:

11 | | (1) impacts of road usage and traffic pattern |
12 | | disruptions by sand mine trucking companies;
|
13 | | (2) potential road improvement plans to alleviate the |
14 | | additional highway traffic caused by sand mine operations;
|
15 | | (3) potential for adding new railway terminals and sand |
16 | | pipelines to alleviate the highway traffic caused by sand |
17 | | mine operations;
|
18 | | (4) estimates of current and future tourism trends for |
19 | | the State parks and tourism areas in LaSalle county and the |
20 | | effects of sand mine operations on visitors to those parks |
21 | | and tourism areas; and
|
22 | | (5) recommendations to the General Assembly as to |
23 | | whether further legislation or rulemaking is needed to |
