SYNOPSIS AS INTRODUCED:
 

 
105 ILCS 5/2-3.163 new

     Amends the School Code. Requires the State Board of Education to (i) develop a model youth suicide awareness and prevention policy; (ii) compile, develop, and post on its Internet website recommended guidelines and educational materials for professional educator training and recommended resources and age-appropriate educational materials on youth suicide awareness and prevention; and (iii) develop a model youth suicide awareness and prevention curriculum and make such curriculum available to all school districts and, upon request, to nonpublic schools. Requires each school board to (i) adopt an age-appropriate youth suicide awareness and
prevention policy and (ii) require 4 hours of training in youth suicide awareness and prevention every 5 years for professional educators in school buildings serving students in any of grades 6
through 12.
 Effective immediately.

1    AN ACT concerning education.
  
 
2    Be it enacted by the People of the State of Illinois,
 
3represented in the General Assembly:
  
 
 
4    Section 5. The School Code is amended  by adding Section 
52-3.163 as follows:
 
6    (105 ILCS 5/2-3.163 new)
7    Sec. 2-3.163. Youth suicide awareness and prevention.
8    (a) The State Board of Education shall do all of the 
9following:
10        (1) In consultation with a youth suicide prevention

11    organization operating in this State, develop a model
youth 
12    suicide awareness and prevention policy that is consistent 
13    with subsection (b) of this Section.
14        (2) Compile, develop, and post on its publicly 
15    accessible
Internet website both of the following, which 
16    may include materials
already publicly available:
17            (A) Recommended guidelines and educational 
18        materials for the
training required under subsection 
19        (c) of this Section.
20            (B) Recommended resources and age-appropriate 
21        educational
materials on youth suicide awareness and 
22        prevention.
23        (3) Develop a model youth suicide awareness and

1    prevention
curriculum and make such curriculum available 
2    to all school
districts and, upon request, to nonpublic 
3    schools. A school
district may incorporate such curriculum 
4    into its existing
instructional program pursuant to the 
5    school district's youth
suicide awareness and prevention 
6    policy under subsection (c) of this Section.
7    (b) The model policy developed by the State Board of 
8Education under
subsection (a) of this Section and any policy 
9adopted by a school board
under subsection (c) of this Section 
10shall include all of the following:
11        (1) A statement on youth suicide awareness and 
12    prevention.
13        (2) Protocols for administering youth suicide 
14    awareness and
prevention education to staff and students.
15        (3) Methods of prevention, including procedures for 
16    early
identification and referral of students at risk of 
17    suicide.
18        (4) Methods of intervention, including procedures that

19    address an emotional or mental health safety plan for 
20    students
identified as being at increased risk of suicide.
21        (5) Methods of responding to a student or staff suicide 
22    or
suicide attempt.
23        (6) Reporting procedures.
24        (7) Recommended resources on youth suicide awareness 
25    and
prevention programs, including current contact 
26    information for
such programs.

1    (c) Beginning with the 2015-2016 school year, each school 
2board shall do both of the following:
3        (1) Adopt an age-appropriate youth suicide awareness 
4    and
prevention policy consistent with subsection (b) of 
5    this Section, inform each
school district employee and the 
6    parent or legal guardian of each
student enrolled in the 
7    school district of such policy, and post
such policy on the 
8    school district's publicly accessible Internet
website. 
9    The policy adopted by a school board under this
subdivision 
10    (1) may be based upon the model policy developed by the

11    State Board of Education under subsection (a) of this 
12    Section.
13        (2) Require 4 hours of training in youth suicide

14    awareness and prevention every 5 years for professional

15    educators in school buildings serving students in any of 
16    grades 6
through 12. Training under this subdivision (2) 
17    may be used to
satisfy a professional educator's continuing 
18    professional
development requirements. A school district 
19    may
use the materials made available by the State Board of 
20    Education under
subsection (b) of this Section to conduct 
21    such training.
 
 
22    Section 99. Effective date. This Act takes effect upon 
23becoming law.
