AMENDMENT TO SENATE BILL 1393

2    AMENDMENT NO. ______. Amend Senate Bill 1393 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The School Code is amended by adding Section
52-3.163 as follows:
 
6    (105 ILCS 5/2-3.163 new)
7    Sec. 2-3.163. Career and technical education incentive
8grants.
9    (a) The State Board of Education shall:
10        (1) annually confer with the Illinois Community
11    College Board to identify industries and occupations
12    within this State that face workforce shortages or
13    shortages of adequately trained, entry-level workers;
14        (2) annually notify school districts of the identified
15    industries and occupations and make this information
16    available on its Internet website; and

1        (3) approve industry-recognized certification programs
2    designed to mitigate workforce shortages in any of the
3    industries or occupations identified under item (1) of this
4    subsection (a).
5    (b) Beginning with the 2016-2017 school year, the State
6Board of Education shall annually award incentive grants from
7funds appropriated for that purpose to school districts and
8applicable community colleges in which pupils are able to
9enroll in a certification program under item (3) of subsection
10(a) of this Section, in the amount of $1,000 per pupil for each
11pupil who, in the prior school year, obtained a high school
12diploma or a technical education high school diploma from a
13public high school if:
14        (1) the school district or community college has an
15    industry-recognized certification program approved under
16    item (3) of subsection (a) of this Section; and
17        (2) the pupil successfully completed the
18    industry-recognized certification program in any school
19    year in which the program was approved by the State Board
20    of Education.
21    (c) If the funds appropriated in any fiscal year are
22insufficient to pay the full amount under subsection (b) of
23this Section, the State Board of Education shall prorate the
24amount of its payments among school districts and community
25colleges eligible for an incentive grant under this Section.

1    Section 99. Effective date. This Act takes effect July 1,
22016.".
