2 | | should be encouraged to adopt diets and lifestyles that lead to |
3 | | wellness. The State can help provide that encouragement by |
4 | | funding wellness programs that enhance the health of Illinois |
5 | | residents. Healthy local food incentives encourage wellness |
6 | | among some of the most vulnerable residents of Illinois (those |
7 | | whose incomes are below the poverty line and who often have |
8 | | limited access to fresh, healthy, and affordable foods) by |
9 | | doubling the purchasing power of LINK cardholders at farmers |
10 | | markets across the State. The benefits of such a program |
11 | | include: an increase in population health, Medicaid health care |
12 | | cost savings, decreased incidence of preventable diseases, |
13 | | increased revenue for Illinois small farmers, and economic |
14 | | stimulus for the region. |
15 | | (b) Definitions. As used in this Section: |
16 | | "FINI eligible fruits and vegetables" means any variety of |
17 | | fresh, canned, dried, or frozen whole or cut fruits and |
18 | | vegetables without added sugars, fats, or oils, and salt (i.e. |
19 | | sodium), as defined by the Food Insecurity Nutrition Incentive |
20 | | Grant Program administered by the United States Department of |
21 | | Agriculture. |
22 | | "LINK card" means an electronic benefits transfer card |
23 | | issued by the Department of Human Services for the purpose of |
24 | | enabling a user of the card to obtain SNAP benefits or cash. |
25 | | "SNAP" means the federal Supplemental Nutrition Assistance |
26 | | Program. |

1 | | (c) The Department of Human Services shall establish a |
2 | | Healthy Local Food Incentives Program to double the purchasing |
3 | | power of Illinois residents with limited access to fresh fruits |
4 | | and vegetables. The Healthy Local Food Incentives Fund is |
5 | | created as a special fund in the State treasury for the purpose |
6 | | of implementing the Healthy Local Food Incentives Program. All |
7 | | moneys received pursuant to this Section shall be deposited |
8 | | into the Healthy Local Food Incentives Fund. |
9 | | (d) Subject to appropriation, the Department of Human |
10 | | Services shall make an annual grant of $500,000 from the Fund |
11 | | to a qualified Illinois non-profit organization or agency, |
12 | | which shall be distributed to participating Illinois farmers |
13 | | markets for the purpose of providing matching dollar incentives |
14 | | (up to a specified amount) for the dollar value of SNAP |
15 | | benefits spent on FINI eligible fruits and vegetables at |
16 | | participating Illinois farmers markets and direct |
17 | | producer-to-consumer venues. |
18 | | (e) The designated qualified non-profit organization or |
19 | | agency shall have a demonstrated track record of: |
20 | | (1) building a statewide network; |
21 | | (2) designing and implementing successful healthy food |
22 | | incentive programs that connect SNAP recipients with local |
23 | | producers; |
24 | | (3) implementing funds distribution and reporting |
25 | | processes; |
26 | | (4) providing training and technical assistance to |

1 | | farmers markets; |
2 | | (5) conducting community outreach and data collection; |
3 | | and |
4 | | (6) providing full accounting and administration of |
5 | | funds distributed to farmers markets. |
6 | | (f) 100% of the moneys deposited into the Fund shall be |
7 | | distributed to participating Illinois farmers markets for |
8 | | healthy local food incentives. |
9 | | (g) Within 90 days after the end of a grant cycle, the |
10 | | designated qualified non-profit organization or agency shall |
11 | | submit a progress report to the Department of Human Services. |
12 | | The progress report shall include the following information: |
13 | | (1) the names and locations of Illinois farmers markets |
14 | | and direct producer-to-consumer venues that received funds |
15 | | distributed under the Program; |
16 | | (2) the dollar amount of funds awarded to each |
17 | | participating Illinois farmers market and direct |
18 | | producer-to-consumer venue; |
19 | | (3) the dollar amount of SNAP benefits, and funds |
20 | | provided under the Program, that were spent at Illinois |
21 | | farmers markets participating in the Program, as well as |
22 | | the dollar amount of any unspent funds available under the |
23 | | Program; |
24 | | (4) the number of SNAP transactions carried out |
25 | | annually at participating Illinois farmers markets; |
26 | | (5) the impact of the Program on increasing the |

1 | | quantity of fresh fruits and vegetables consumed by SNAP |
2 | | families, as determined by customer surveys. |
3 | | (h) No later than December 31, 2017, the Department of |
4 | | Human Services shall adopt rules to implement the provisions of |
5 | | this Section. |
6 | | (i) This Section is repealed on June 30, 2019.

7 | | Section 99. Effective date. This Act takes effect upon |
8 | | becoming law.".
