SYNOPSIS AS INTRODUCED:
 
105 ILCS 5/2-3.160

    Amends the School Code. Requires the School Security and Standards Task Force to submit a report to the General Assembly and the Governor on or before January 1, 2016 and the State Board of Education on or before July 1, 2016 (instead of on or before January 1, 2015). Abolishes the Task Force and repeals the provisions concerning the Task Force on July 2, 2016 (instead of July 1, 2015). Effective immediately.

1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The School Code is amended by changing Section
52-3.160 as follows:
 
6    (105 ILCS 5/2-3.160)
7    (Section scheduled to be repealed on July 1, 2015)
8    Sec. 2-3.160. School Security and Standards Task Force.
9    (a) The School Security and Standards Task Force is created
10within the State Board of Education to study the security of
11schools in this State, make recommendations, and draft minimum
12standards for use by schools to make them more secure and to
13provide a safer learning environment for the children of this
14State. The Task Force shall consist of all of the following
15members:
16        (1) One member of the public who is a parent and one
17    member of the Senate, appointed by the President of the
18    Senate.
19        (2) One member of the public who is a parent and one
20    member of the Senate, appointed by the Minority Leader of
21    the Senate.
22        (3) One member of the public who is a parent and one
23    member of the House of Representatives, appointed by the

1    Speaker of the House of Representatives.
2        (4) One member of the public who is a parent and one
3    member of the House of Representatives, appointed by the
4    Minority Leader of the House of Representatives.
5        (5) A representative from the State Board of Education,
6    appointed by the Chairperson of the State Board of
7    Education.
8        (6) A representative from the Department of State
9    Police, appointed by the Director of State Police.
10        (7) A representative from an association representing
11    Illinois sheriffs, appointed by the Governor.
12        (8) A representative from an association representing
13    Illinois chiefs of police, appointed by the Governor.
14        (9) A representative from an association representing
15    Illinois firefighters, appointed by the Governor.
16        (10) A representative from an association representing
17    Illinois regional superintendents of schools, appointed by
18    the Governor.
19        (11) A representative from an association representing
20    Illinois principals, appointed by the Governor.
21        (12) A representative from an association representing
22    Illinois school boards, appointed by the Governor.
23        (13) A representative from the security consulting
24    profession, appointed by the Governor.
25        (14) An architect or engineer who specializes in
26    security issues, appointed by the Governor.

1    Members of the Task Force appointed by the Governor must be
2individuals who have knowledge, experience, and expertise in
3the field of security or who have worked within the school
4system. The appointment of members by the Governor must reflect
5the geographic diversity of this State.
6    Members of the Task Force shall serve without compensation
7and shall not be reimbursed for their expenses.
8    (b) The Task Force shall meet initially at the call of the
9State Superintendent of Education. At this initial meeting, the
10Task Force shall elect a member as presiding officer of the
11Task Force by a majority vote of the membership of the Task
12Force. Thereafter, the Task Force shall meet at the call of the
13presiding officer.
14    (c) The State Board of Education shall provide
15administrative and other support to the Task Force.
16    (d) The Task Force shall make recommendations for minimum
17standards for security for the schools in this State. In making
18those recommendations, the Task Force shall do all of the
19following:
20        (1) Gather information concerning security in schools
21    as it presently exists.
22        (2) Receive reports and testimony from individuals,
23    school district superintendents, principals, teachers,
24    security experts, architects, engineers, and the law
25    enforcement community.
26        (3) Create minimum standards for securing schools.

1        (4) Give consideration to securing the physical
2    structures, security staffing recommendations,
3    communications, security equipment, alarms, video and
4    audio monitoring, school policies, egress and ingress,
5    security plans, emergency exits and escape, and any other
6    areas of security that the Task Force deems appropriate for
7    securing schools.
8        (5) Create a model security plan policy.
9        (6) Suggest possible funding recommendations for
10    schools to access for use in implementing enhanced security
11    measures.
12        (7) On or before January 1, 2016 2015, submit a report
13    to the General Assembly and the Governor on specific
14    recommendations for changes to the current law or other
15    legislative measures.
16        (8) On or before July 1, 2016 January 1, 2015, submit a
17    report to the State Board of Education on specific
18    recommendations for model security plan policies for
19    schools to access and use as a guideline. This report is
20    exempt from inspection and copying under Section 7 of the
21    Freedom of Information Act.
22    The Task Force's recommendations may include proposals for
23specific statutory changes and methods to foster cooperation
24among State agencies and between this State and local
25government.
26    (e) The Task Force is abolished and this Section is

3    Section 99. Effective date. This Act takes effect upon
4becoming law.
