1 | AN ACT concerning regulation.

2 | Be it enacted by the People of the State of Illinois,
| ||||||
3 | represented in the General Assembly:
| ||||||
4 | Section 5. The Department of Professional Regulation Law of | ||||||
5 | the
Civil Administrative Code of Illinois is amended by adding | ||||||
6 | Section 2105-360 as follows: | ||||||
7 | (20 ILCS 2105/2105-360 new) | ||||||
8 | Sec. 2105-360. Licensing exemptions for athletic team | ||||||
9 | health care professionals. | ||||||
10 | (a) Definitions. For purposes of this Section: | ||||||
11 | "Athletic team" means any professional or amateur level | ||||||
12 | group from outside the State of Illinois organized for the | ||||||
13 | purpose of engaging in athletic events that employs the | ||||||
14 | services of a health care professional. | ||||||
15 | "Health care professional" means a physician, physical | ||||||
16 | therapist, athletic trainer, or acupuncturist. | ||||||
17 | (b) Notwithstanding any other provision of law, a health | ||||||
18 | care professional who is licensed to practice in another state | ||||||
19 | or country shall be exempt from licensure requirements under | ||||||
20 | the applicable Illinois professional Act while practicing his | ||||||
21 | or her profession in this State if all of the following | ||||||
22 | conditions are met: | ||||||
23 | (1) The health care professional has an oral or written |

1 | agreement with an athletic team to provide health care | ||||||
2 | services to the athletic team members, coaching staff, and | ||||||
3 | families traveling with the athletic team for a specific | ||||||
4 | sporting event to take place in this State. | ||||||
5 | (2) The health care professional may not provide care | ||||||
6 | or consultation to any person residing in this State other | ||||||
7 | than a person described in paragraph (1) of this subsection | ||||||
8 | (b) unless the care is covered under the Good Samaritan | ||||||
9 | Act. | ||||||
10 | (c) The exemption from licensure shall remain in force | ||||||
11 | while the health care professional is traveling with the | ||||||
12 | athletic team, but shall be no longer than 10 days per | ||||||
13 | individual sporting event. | ||||||
14 | (d) The Secretary, upon prior written request by the health | ||||||
15 | care professional, may grant the health care professional | ||||||
16 | additional time of up to 20 additional days per sporting event. | ||||||
17 | The total number of days the health care professional may be | ||||||
18 | exempt, including additional time granted upon request, may not | ||||||
19 | exceed 30 days per sporting event. | ||||||
20 | (e) A health care professional who is exempt from licensure | ||||||
21 | requirements under this Section is not authorized to practice | ||||||
22 | at a health care clinic or facility, including an acute care | ||||||
23 | facility.

24 | Section 99. Effective date. This Act takes effect September | ||||||
25 | 1, 2015.
