1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Children and Family Services Act is amended
5by adding Section 21.2 as follows:
 
6    (20 ILCS 505/21.2 new)
7    Sec. 21.2. Child welfare training academy.
8    Subject to appropriations, the Department shall establish
9within its operations a child welfare training academy for
10child protective investigators and supervisors employed by the
11Department.
12    The training efforts of the child welfare training academy
13shall include, but shall not be limited to, establishing:
14        (1) training curricula on recognizing and responding
15    to cases of child abuse or neglect;
16        (2) cultural competency training that provides tools
17    and other supports to ensure that a child welfare
18    provider's response to and engagement with families and
19    children of color are conducted or provided in a manner
20    that is responsive to the beliefs, interpersonal styles,
21    attitudes, language, and behaviors of the individuals who
22    are receiving services, and are conducted or provided in a
23    manner that has the greatest likelihood of ensuring maximum

1    success of or participation in the child welfare program or
2    services being provided;
3        (3) laboratory training facilities that include mock
4    houses, mock medical facilities, mock courtrooms, and mock
5    forensic interview rooms that allow for simulated,
6    interactive, and intensive training; and
7        (4) minimum standards of competence that a person shall
8    be required to demonstrate prior to receiving
9    certification from the Department.
10    By January 1, 2016, the Department shall adopt rules for
11the administration of the child welfare training academy that
12not only establish statewide competence, assessment, and
13training standards for persons providing child welfare
14services, but that also ensure that persons who provide child
15welfare services have the knowledge, skills, professionalism,
16and abilities to make decisions that keep children safe and
17secure.
 
18    Section 99. Effective date. This Act takes effect upon
19becoming law.
