| 1 | AMENDMENT TO SENATE BILL 344

| 2 | AMENDMENT NO. ______. Amend Senate Bill 344 by replacing | ||||||
| 3 | everything after the enacting clause with the following:
| ||||||
| 4 | "Section 1. Short title. This Act may be cited as the | ||||||
| 5 | Lactation Accommodation in
Airports Act. | ||||||
| 6 | Section 5. Private place for nursing mothers. | ||||||
| 7 | (a) On or before January 1, 2017, the airport manager of an | ||||||
| 8 | airport operated by a city, county, city and county, or airport | ||||||
| 9 | district that conducts commercial operations and that has more | ||||||
| 10 | than 1,000,000 enplanements a year shall provide a room or | ||||||
| 11 | other location at each airport terminal behind the airport | ||||||
| 12 | security screening area for members of the public to express | ||||||
| 13 | breast milk in private that: | ||||||
| 14 | (1) includes, at a minimum, a chair and an electrical | ||||||
| 15 | outlet; and | ||||||
| 16 | (2) is located outside of the confines of a public | ||||||
| |||||||
| |||||||
| 1 | restroom. | ||||||
| 2 | (b) An airport that conducts commercial operations with | ||||||
| 3 | fewer than 1,000,000 enplanements a year shall comply with | ||||||
| 4 | subsections (a) and (c) of this Section upon new terminal | ||||||
| 5 | construction or the replacement, expansion, or renovation of an | ||||||
| 6 | existing terminal. | ||||||
| 7 | (c) Upon construction of a new terminal or the replacement, | ||||||
| 8 | expansion, or renovation of an existing terminal, an airport | ||||||
| 9 | shall provide a sink in any room or other location designated | ||||||
| 10 | to comply with this Section. | ||||||
| 11 | (d) As used in this Section, "renovation of an existing | ||||||
| 12 | terminal" means the repurposing of more than 25% of the space | ||||||
| 13 | in the terminal.
| ||||||
| 14 | Section 90. The State Mandates Act is amended by adding | ||||||
| 15 | Section 8.39 as follows: | ||||||
| 16 | (30 ILCS 805/8.39 new) | ||||||
| 17 | Sec. 8.39. Exempt mandate. Notwithstanding Sections 6 and 8 | ||||||
| 18 | of this Act, no reimbursement by the State is required for the | ||||||
| 19 | implementation of any mandate created by this amendatory Act of | ||||||
| 20 | the 99th General Assembly.".
