Amends the Procurement of Domestic Products Act. Provides that all vehicles purchased, leased, or used by a State agency must have a Vehicle Identification Number indicating that the vehicle was manufactured in North America. Provides that no State agency shall be required to stop using any vehicle that exists in the State fleet of motor vehicles on the effective date of this amendatory Act of the 99th General Assembly. Effective January 1, 2016.

| 2 | | Be it enacted by the People of the State of Illinois,
|
| 3 | | represented in the General Assembly:
|
| 4 | | Section 5. The Procurement of Domestic Products Act is |
| 5 | | amended by adding Section 10.5 as follows:
|
| 6 | | (30 ILCS 517/10.5 new) |
| 7 | | Sec. 10.5. North American-made vehicles. All motor |
| 8 | | vehicles purchased, leased, or used by a State agency on or |
| 9 | | after the effective date of this amendatory Act of the 99th |
| 10 | | General Assembly shall have a Vehicle Identification Number |
| 11 | | that begins with the number one, the number 2, the number 4, or |
| 12 | | the number 5. Nothing in this Section shall require a State |
| 13 | | agency to stop using any vehicle that exists in the State fleet |
| 14 | | of motor vehicles on the effective date of this amendatory Act |
| 15 | | of the 99th General Assembly.
