2 | WHEREAS, The Illinois Department of Human Services is | ||||||
3 | responsible for overseeing Community Integrated Living | ||||||
4 | Arrangement facilities for the developmentally disabled; and
| ||||||
5 | WHEREAS, Community Integrated Living Arrangements are | ||||||
6 | designed to allow developmentally disabled individuals to live | ||||||
7 | within a community setting; and
| ||||||
8 | WHEREAS, A priority of the administration of former | ||||||
9 | Governor Pat Quinn was to transition residents out of State | ||||||
10 | Operated Developmental Centers and into Community Integrated | ||||||
11 | Living Arrangement settings; and
| ||||||
12 | WHEREAS, Although the Community Integrated Living | ||||||
13 | Arrangement was designed to provide more independent, | ||||||
14 | home-like settings, and to be cost-effective to the State, | ||||||
15 | there has been widespread abuse discovered; and
| ||||||
16 | WHEREAS, The Chicago Tribune recently published a series of | ||||||
17 | articles exposing several cases of abuse and neglect at various | ||||||
18 | Community Integrated Living Arrangement facilities throughout | ||||||
19 | the State; and
| ||||||
20 | WHEREAS, The results of this investigation are very |

| |||||||
1 | troubling and disturbing; therefore, be it
| ||||||
2 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
3 | NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
4 | the Auditor General is directed to conduct an audit of the | ||||||
5 | Community Integrated Living Arrangement program at the | ||||||
6 | Department of Human Services for the years 2011 to 2016; and be | ||||||
7 | it further | ||||||
8 | RESOLVED, That this audit shall include, but not be limited | ||||||
9 | to, a review of the following: | ||||||
10 | (1) All contracts between providers and the Department of | ||||||
11 | Human Services; | ||||||
12 | (2) Provider procedures for caring and ensuring the safety | ||||||
13 | of the developmentally disabled residents in these | ||||||
14 | facilities; | ||||||
15 | (3) Procedures implemented and conducted by the Department | ||||||
16 | of Human Services Office of the Inspector General; and | ||||||
17 | (4) Any potential conflict of interest that resulted in a | ||||||
18 | personal benefit for State employees involved in the | ||||||
19 | awarding of Community Integrated Living Arrangement | ||||||
20 | contracts and placements for individuals; and |

1 | (5) Any corrective actions being sought by the Department | ||||||
2 | of Human Services as a result of the publication of the | ||||||
3 | Chicago Tribune articles; and be it further | ||||||
4 | RESOLVED, That the Department of Human Services and any | ||||||
5 | other State agency or entity or person that may have | ||||||
6 | information relevant to this audit cooperate fully and promptly | ||||||
7 | with the Illinois Auditor General in its audit; and be it | ||||||
8 | further | ||||||
9 | RESOLVED, That the Auditor General commence this audit as | ||||||
10 | soon as possible as practical, and report his findings and | ||||||
11 | recommendations upon completion in accordance with the | ||||||
12 | provisions of Section 3-14 of the Illinois State Auditing Act; | ||||||
13 | and be it further

14 | RESOLVED, That a suitable copy of this resolution be | ||||||
15 | delivered to the Auditor General.
