HOUSE RESOLUTION

WHEREAS, The members of the Illinois House of Representatives are saddened to learn of the death of Alice Martin, who passed away at the age of 75; and

WHEREAS, Alice Martin was a 1960 graduate of Alton High School; she attended classes on the Alton campus of Southern Illinois University Edwardsville; and

WHEREAS, Alice Martin worked for the Illinois Department of Public Health at the Alton Mental Health Center's Department of Human Services Mental Health Division activity department for 25 years; she retired as a mental health technician after many years of service; and

WHEREAS, Alice Martin served as the Ward 4 Alton city alderwoman for 10 years; she was appointed to the seat on March 22, 2006 after the resignation of Alderman Fred Young; she was the first alderwoman to serve on the Alton City Council since April of 1987 and stressed she wanted to be addressed as an "alderwoman" not "alderman"; after serving the remaining three years left in the unexpired term, she won a four-year term in 2009 and was re-elected in 2013; and

WHEREAS, As an alderwoman, Alice Martin was dedicated to the inner-city ward, working to fix sidewalks, streets, parks, and other aged infrastructure and on other quality of life measures, including crime and racial issues; she helped institute a ban on dogs in Hellrung Park and James H. Killion Park at Salu for safety reasons; and

WHEREAS, Alice Martin was a longtime Democratic Precinct Committeewoman and was active in the Alton Exposition Commission; she remained active in the Coalition of Concerned Citizens and worked at events with her husband to register voters; she also attended neighborhood meetings, Coffee with a Cop, and neighborhood watch groups to build up her community and reduce crime; and

WHEREAS, Alice Martin served as president of AFSCME Local 124; she was also a member of the Illinois Association of Minorities in Government, the Illinois Democratic Women, and the Southern Illinois Democratic Women Network; and

WHEREAS, Alice Martin was preceded in death by two children; and

WHEREAS, Alice Martin is survived by her husband, Doug Sr.; her son, Jon; and a grandson; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we, along with her family and friends, mourn the passing of Alice Martin; and be it further

RESOLVED, That a suitable copy of this resolution be presented to the family of Alice Martin as an expression of our sympathy.
