2 | WHEREAS, The members of the Illinois House of | ||||||
3 | Representatives are saddened to learn of the death of Catherine | ||||||
4 | J. "Kaye" Howell, who passed away on October 5, 2016; and
| ||||||
5 | WHEREAS, Catherine Howell was born on April 15, 1935 in | ||||||
6 | Benton; her parents were Lena Pearline Reed and Lloyd Reed; she | ||||||
7 | married Charles Lindy Barnfield at a young age; she married | ||||||
8 | Charles E. Howell on June 28, 1974 in Benton; and
| ||||||
9 | WHEREAS, Catherine Howell attended Old Baron and Hill City | ||||||
10 | Schools before entering Benton High School; she later attended | ||||||
11 | the Vocational Technical Institute at Southern Illinois | ||||||
12 | University, where she completed a two-year degree program in | ||||||
13 | commercial art; she went on earn her Bachelor of Arts in art | ||||||
14 | education at Southern Illinois University in order to become an | ||||||
15 | art teacher; she continued her education at Southern Illinois | ||||||
16 | University, where she obtained her Master of Arts degree in | ||||||
17 | higher education and a Specialist degree in higher education; | ||||||
18 | she also attended classes at the Art Institute of Chicago and | ||||||
19 | the Atlanta Art Institute; as an honors student, she was | ||||||
20 | nominated for and became a member of the Phi Kappa Phi and | ||||||
21 | Delta Kappa Gamma Honor societies; and
| ||||||
22 | WHEREAS, After college, Catherine Howell became a |

| |||||||
1 | traveling teacher, providing art classes to the various | ||||||
2 | elementary schools in the district; after several years in | ||||||
3 | Benton, she became an art teacher at Marion High School; while | ||||||
4 | at Marion High School, she developed a vocational commercial | ||||||
5 | art program while also teaching studio, pottery, print making, | ||||||
6 | and other media; she was the founder of the Arts Honor Society | ||||||
7 | program at the high school; she also taught studio classes at | ||||||
8 | Southern Illinois University and John A. Logan College; | ||||||
9 | following her retirement from Marion High School, she continued | ||||||
10 | her career at John A. Logan College until she fully retired at | ||||||
11 | the age of 73; and
| ||||||
12 | WHEREAS, Catherine Howell was a partner in the advertising | ||||||
13 | firm of Preston and Howell, Inc.; she was a member of the | ||||||
14 | Advisory Board of the School of the Art Institute of Chicago; | ||||||
15 | she was a higher education Curriculum Evaluator for the North | ||||||
16 | Central Association; she was a founding member, president, and | ||||||
17 | board member of the Little Egypt Arts Association; she was a | ||||||
18 | founding member of the Downstate Artists Association; she was | ||||||
19 | also a member of the Advisory Board of Mitchell Museum, a board | ||||||
20 | member of The Hartley, and founder of the Little Egypt Writers | ||||||
21 | Society; and
| ||||||
22 | WHEREAS, Catherine Howell was one of the longest serving | ||||||
23 | Democratic precinct committeewomen in Williamson County; she | ||||||
24 | was also a founder of the Williamson County Democratic Women's |
| |||||||
| |||||||
1 | Association, Honorary Chairwoman of the Williamson County | ||||||
2 | Democratic Party, and a member of its executive committee; and
| ||||||
3 | WHEREAS, Catherine Howell was an award winning artist for | ||||||
4 | over 50 years, painting in various styles and utilizing various | ||||||
5 | media to create her art; her art has been added to private | ||||||
6 | collections throughout the United States and Europe; she was | ||||||
7 | also an author and took part in many book signings and readings | ||||||
8 | in the area; and
| ||||||
9 | WHEREAS, Catherine Howell was a member of the Aldersgate | ||||||
10 | United Methodist Church of Marion and the Homebuilders Sunday | ||||||
11 | School Class; she was also a 50-year member of Beta Sigma Phi | ||||||
12 | Sorority and a member of the American Association of University | ||||||
13 | Women, the Farm Bureau, and the SIU Alumni Association; and
| ||||||
14 | WHEREAS, Catherine Howell was named Art Educator of the | ||||||
15 | Year by the State of Illinois and was a runner up for Teacher | ||||||
16 | of the Year; and | ||||||
17 | WHEREAS, Catherine Howell was preceded in death by her | ||||||
18 | parents; her son, Timothy Michael Barnfield; her grandson, | ||||||
19 | Timothy Christian Barnfield; her sisters, Judith Milligan, | ||||||
20 | Mary Helen Bennett, and Nancy Shaw; and her brother, Marvin | ||||||
21 | "Butch" Reed; and |

1 | WHEREAS, Catherine Howell is survived by her husband, | ||||||
2 | Charles E. Howell; her sons and daughter-in-law, Alan | ||||||
3 | (Victoria) Barnfield and Robert Barnfield; her granddaughters, | ||||||
4 | Stephanie Barnfield (Scott) Holman and Alyssa Barnfield | ||||||
5 | Ochwat; her great-grandson, Wesley Lovan; her stepdaughters, | ||||||
6 | Crystal (David) Culp and Carla Hudgens; her sister, Janis | ||||||
7 | (Skip) Thomas; her brother, David (Pauletta) Goodin; her | ||||||
8 | special family members, Dorothy Nolan and Karla Webb; her | ||||||
9 | caregivers, Jewell Young, Peggy Forthman, Carmen Allen, Ann | ||||||
10 | Marie Mayo, Victoria Hartley, and Curt Hartley; and many | ||||||
11 | friends; therefore, be it

12 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
13 | NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
14 | we, along with her family and friends, mourn the passing of | ||||||
15 | Catherine J. "Kaye" Howell; and be it further
| ||||||
16 | RESOLVED, That a suitable copy of this resolution be | ||||||
17 | presented to the family of Catherine Howell as an expression of | ||||||
18 | our sympathy.
