HOUSE RESOLUTION

  
 
2    WHEREAS, The members of the Illinois House of 
3Representatives wish to congratulate  Rory L. Washburn on the 
4occasion of being inducted into the East Central Iowa - 
5Northwestern Illinois AFL-CIO Hall of Fame; and
  
 
6    WHEREAS, As a member of the International Association of 
7Heat and Frost Insulators and Director of the Tri-City Building 
8Trades Council, Rory Washburn has had the privilege of being a 
9union member for 37 years; he began his career with the 
10Insulators in 1980, starting his apprenticeship with 
11International Association of Heat and Frost Insulators Local 81 
12in 1982; he became a Journeyman Insulator in 1986; and
  
 
13    WHEREAS, In 1988, Rory Washburn was elected to the 
14Executive Board of Local 81; after serving for six years as a 
15member of the Executive Board, he was elected to serve as 
16Business Manager of Local 81 in 1995, serving there until 2002; 
17and
  
 
18    WHEREAS, In 2002, Rory Washburn was elected to serve as 
19Executive Director of the Tri-City Building and Construction 
20Trades Council, a position he has held for the last 14 years; 
21during this time, he has also served as Co-Chair of the Illowa 
22Labor Management Council and as Secretary-Treasurer for the

1Illinois Prevailing Wage Council; he is proud of the working 
2relationships that have been built with local, state, and 
3federal officials across Illinois and Iowa; and
  
 
4    WHEREAS, Throughout his career, Rory Washburn has worked 
5with many economic development and civic organizations, 
6including the United Way, Vera French, the Riverboat 
7Development Association, the Red Cross, the NAACP, the Boys and 
8Girls Club, the American Heart Association, Junior 
9Achievement, Quad Cities Interfaith, the Quad City Federation 
10of Labor, ReNew Moline, the Bi-State Regional Commission, the 
11Illinois Prevailing Wage Council, Iowa State Building Trades, 
12the Illinois Chamber of Commerce, Davenport One, the Bettendorf 
13Chamber of Commerce, the Quad Cities Chamber of Commerce, the 
14Clinton Regional Development Group, the Galesburg Chamber of 
15Commerce, and the Galesburg Regional Economic Development 
16Association; and
  
 
17    WHEREAS, Rory Washburn and his wife Ann have been married 
18for 27 years; they have two children, Ryan and Reagan; 
19therefore, be it
  
 
20    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE 
21NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we 
22congratulate Rory L. Washburn on the occasion of being inducted 
23into the East Central Iowa - Northwestern Illinois AFL-CIO Hall

1of Fame and wish him continued success and happiness in the 
2future; and be it further
  
 
3    RESOLVED, That a suitable copy of this resolution be 
4presented to Rory Washburn as a symbol of our esteem and 
5respect.
