2 | | WHEREAS, Michael G. Horstman has faithfully and tirelessly |
3 | | served as Executive Director of the Illinois Optometric |
4 | | Association for the past 24 years; and
|
5 | | WHEREAS, Michael Horstman's advocacy, guidance, and |
6 | | leadership during his tenure have helped to transform optometry |
7 | | in Illinois into a full scope primary eye care profession |
8 | | through the successful passage of diagnostic, therapeutic, and |
9 | | oral legislation; and
|
10 | | WHEREAS, The citizens of the State of Illinois owe Michael |
11 | | Horstman a debt of gratitude for his work in developing |
12 | | improved and timely access to eye care; and
|
13 | | WHEREAS, Michael Horstman was instrumental in the creation |
14 | | of legislation mandating comprehensive eye exams for all |
15 | | Illinois children as they first enter school; and
|
16 | | WHEREAS, Countless numbers of Illinois children are now |
17 | | able to see properly and are effectively equipped to read and |
18 | | learn as a result of his efforts; and
|
19 | | WHEREAS, Michael Horstman's impact on the profession of |
20 | | optometry has extended beyond the State of Illinois through his |
|

1 | | contributions to the North Central States Optometric Council, |
2 | | as chair of the Association of Optometric Executives, and |
3 | | through his service to various committees of the American |
4 | | Optometric Association; and |
5 | | WHEREAS, Michael Horstman has been a lobbyist held in |
6 | | highest regard amongst his peers as well as the Illinois |
7 | | General Assembly; he has been a key contact for numerous |
8 | | legislators and a tireless proponent of optometry in |
9 | | Washington, DC at AOA Congressional Advocacy Meetings; and
|
10 | | WHEREAS, The scope of Michael Horstman's accomplishments |
11 | | has been recognized by many others, he was recently awarded the |
12 | | Illinois College of Optometry's Presidential Medal of |
13 | | Achievement; and
|
14 | | WHEREAS, Michael Horstman is also a recipient of the Virgil |
15 | | Deering Award, the highest honor that can be bestowed upon an |
16 | | Executive Director of a state optometric association and a |
17 | | testament to the successful and enduring impact of his service |
18 | | to the profession; therefore, be it

19 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |
20 | | NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we |
21 | | congratulate and thank Michael G. Horstman for his many years |
22 | | of professional accomplishments and extend our best wishes to |
