HOUSE RESOLUTION

 
2    WHEREAS, The State of Illinois has a long history of
3producing agricultural products and innovation in the
4agricultural field; and
 
5    WHEREAS, Illinois is a leading producer of corn, soybeans,
6and swine, and because of its favorable climate and soil,
7produces many other agricultural items such as fruits and
8vegetables, livestock, and even Christmas trees; and
 
9    WHEREAS, Illinois' 74,300 farms cover approximately 27
10million acres and have an average size of 358 acres; they
11produce not only crops and raise livestock, but also provide
12many hunting, fishing, and other outdoor opportunities; and
 
13    WHEREAS, Illinois' agricultural commodities generate over
14$19 billion annually in addition to billions more in farm
15machinery, agricultural real estate, and production; and
 
16    WHEREAS, The Illinois food industry employs almost one
17million people who transport, market, and process agricultural
18products for use to the entire world; and
 
19    WHEREAS, Illinois' transportation infrastructure allows
20the export of over $8.2 billion worth of agricultural goods to

1the world, making it third in the nation; and
 
2    WHEREAS, Illinois farmers have to meet many various
3requirements, and possess numerous licenses and permits to sell
4goods, operate machinery, and properly care for their crops,
5animals, and land; and
 
6    WHEREAS, These various requirements are mandated to be
7renewed at different times of the year; and
 
8    WHEREAS, During the current fiscal crisis, many State
9agencies are reducing services and not notifying license
10holders of pending expirations in order to save money;
11therefore, be it
 
12    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
13NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
14urge the Illinois Commerce Commission, the Illinois Secretary
15of State, the Illinois Department of Agriculture, the Illinois
16Department of Natural Resources, and any other agencies or
17entities that they see fit, to work together to synchronize the
18expiration and renewal dates of all State-mandated licenses,
19permits, and other requirements necessary to successfully
20operate a farm in the State of Illinois; and be it further
 
21    RESOLVED, That suitable copies be delivered to Secretary of
