HOUSE RESOLUTION

 
2    WHEREAS, Grain bin accidents are serious incidents that
3affect farmers across the country; and
 
4    WHEREAS, More than 900 cases of grain bin entrapments have
5been reported with a fatality rate of 62% in the past 50 years;
6and
 
7    WHEREAS, In 2015, over 22 grain bin entrapments occurred
8with at least 11 fatalities, and in 2014, 38 reported grain bin
9entrapments resulted in 17 fatalities which are the highest
10numbers since 2010 when 59 entrapments claimed 26 lives; and
 
11    WHEREAS, The actual number of grain bin related accidents
12may be higher than the documented numbers; and
 
13    WHEREAS, Grain bin accidents can tragically affect
14individuals, families, and communities; and
 
15    WHEREAS, Through education and awareness of hazards and
16safe-work practices and procedures, the number of preventable
17injuries and deaths associated with grain handling and storage
18may be reduced; and
 
19    WHEREAS, Routine inspections of grain bins, dryers,

1wagons, augers, and other grain related equipment, should be
2conducted to reduce the risk of grain-related hazards; and
 
3    WHEREAS, Designing and implementing emergency action plans
4for farms and commercial businesses can decrease grain-related
5fatalities and should be a high priority; and
 
6    WHEREAS, First organized by Nationwide Agribusiness in
72014, Grain Bin Safety Week is an annual observance that occurs
8the third full week of February to promote grain bin safety on
9farms and commercial grain-handling facilities; and
 
10    WHEREAS, Grain Bin Safety Week is a collaborative effort by
11industry leaders and agricultural professionals working
12together; therefore, be it
 
13    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
14NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
15declare February 21 to February 27, 2016 as Grain Bin Safety
16Week in the State of Illinois; and be it further
 
17    RESOLVED, That we recognize the involvement of the
18Nationwide Mutual Insurance Company, the Iowa Institute for
19Cooperatives, Farm Safety For Just Kids, KC Supply, Co., Inc.,
20the Kansas Farmers Service Association, Grain Systems, Inc.,
21the National Education Center for Agricultural Safety, CHS
