2 | | WHEREAS, Every week in the United States, nearly 11 million |
3 | | children younger than age 5 are in some type of child care |
4 | | arrangement; on average, these children spend 36 hours a week |
5 | | in child care; and

6 | | WHEREAS, While parents are children's first and most |
7 | | important teachers, child care programs provide early learning |
8 | | opportunities for millions of young children daily, having a |
9 | | profound impact on their development and readiness for school; |
10 | | and
|
11 | | WHEREAS, Various studies have shown that children in higher |
12 | | quality programs do better in school, are less likely to |
13 | | require special education services, are more likely to attend |
14 | | college, are more likely to earn higher wages and pay more in |
15 | | taxes, and are less likely to be involved in the criminal |
16 | | justice system; and

17 | | WHEREAS, Employers consistently report that the |
18 | | availability of quality child care improves productivity and |
19 | | reduces absenteeism and turnover from their employees; and
|
20 | | WHEREAS, The Week of the Young Child, held on April 10-16, |
