HOUSE RESOLUTION

 
2    WHEREAS, Every week in the United States, nearly 11 million
3children younger than age 5 are in some type of child care
4arrangement; on average, these children spend 36 hours a week
5in child care; and
 
6    WHEREAS, While parents are children's first and most
7important teachers, child care programs provide early learning
8opportunities for millions of young children daily, having a
9profound impact on their development and readiness for school;
10and
 
11    WHEREAS, Various studies have shown that children in higher
12quality programs do better in school, are less likely to
13require special education services, are more likely to attend
14college, are more likely to earn higher wages and pay more in
15taxes, and are less likely to be involved in the criminal
16justice system; and
 
17    WHEREAS, Employers consistently report that the
18availability of quality child care improves productivity and
19reduces absenteeism and turnover from their employees; and
 
20    WHEREAS, The Week of the Young Child, held on April 10-16,
212016, is an annual celebration sponsored by the National

1Association for the Education of Young Children to focus public
2attention on the needs of young children and their families and
3to recognize the early childhood programs and services that
4meet those needs; and
 
5    WHEREAS, It is fitting and proper for this body to pay
6tribute to those who provide much-needed care and attention to
7the children of this State; therefore, be it
 
8    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
9NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
10designate the second week of May of 2016 as Child Care
11Awareness Week in the State of Illinois and thank those men and
12women who care for the children of this State.
