2 | | WHEREAS, The members of the Illinois House of |
3 | | Representatives are saddened to learn of the death of Larry |
4 | | Allen Douglas of Massac County, who passed away on December 17, |
5 | | 2015; and
|
6 | | WHEREAS, Larry Douglas was born to Kenneth Raphael and |
7 | | Mabel Pearl Marlman Douglas; he graduated from Century High |
8 | | School in 1964, where he played basketball; he received his |
9 | | Bachelor of Science in Agricultural Economics from Southern |
10 | | Illinois University in 1968, and later, studied for a master's |
11 | | degree in agricultural economics; he married Diana Chambers on |
12 | | June 23, 1968 at First United Methodist Church in Metropolis; |
13 | | and |
14 | | WHEREAS, Larry Douglas served in the United States Air |
15 | | Force from April of 1969 to September
of 1972; after basic |
16 | | training at Lackland Air Force Base and training in
radiology |
17 | | at Shepherd Air Force Base in Wichita Falls, Texas, he was
|
18 | | stationed at Scott Air Force Base near Belleville, where he |
19 | | assisted in the treatment of soldiers injured during the
|
20 | | Vietnam War; and
|
21 | | WHEREAS, After his discharge from the Air Force, Larry |
22 | | Douglas served as the Executive
Secretary of the Massac County |
|

|
1 | | Farm Bureau from 1973 to 1976; since 1975, he owned and |
2 | | operated a farm in the New Columbia
area; he also worked at the |
3 | | Southern Illinois Power Cooperative and was a
proud |
4 | | International Brotherhood of Electrical Workers Local 702 |
5 | | member for 29 years, before retiring in
2008; since retiring, |
6 | | he worked as a reporter for Bristol
Broadcasting in Paducah, |
7 | | Kentucky, as a site tech at Fort Massac State Park, and as
the |
8 | | Director of Massac County Emergency Management from 2010 to
|
9 | | 2013; and
|
10 | | WHEREAS,
When Larry Douglas settled in Massac County in |
11 | | 1973, he became active in the
local Democratic Party and served |
12 | | for several years as the County
Chairman; during his time with |
13 | | the party, a Democratic presidential
candidate, Jimmy Carter, |
14 | | carried Massac County for the first time
since before the Civil |
15 | | War; President Bill Clinton also twice carried
the county; he |
16 | | loved to recall political and family stories and would often |
17 | | recall
one of the first times he and his daughter met President |
18 | | Barack
Obama at the Crowne Plaza in Springfield in 2003; and |
19 | | WHEREAS, Larry Douglas was committed to public service; he |
20 | | served on the
Massac-Metropolis Port District Board since 2009 |
21 | | and the Southern
Illinois Electric Cooperative board since |
22 | | 2010; he was a former
member of the Illinois State Historical |
23 | | Society board and the Illinois
Citizens Utility Board; he was |
24 | | also a member of the Massac County
Historical Society, the |

1 | | Metropolis Kiwanis Club, and the Metropolis
American Legion; |
2 | | and |
3 | | WHEREAS, Larry Douglas was a member of Zion United Church |
4 | | of Christ, where he served
in several roles, including being a |
5 | | member of the church council, the
fundraising committee, and |
6 | | the sound system committee; and
|
7 | | WHEREAS, Larry Douglas is survived by his wife of over 47 |
8 | | years, Diana;
his sons, Stephen Marlman Douglas and Cory Justin
|
9 | | Douglas; his daughter, Tracy Diana Douglas;
his granddaughter, |
10 | | Cassandra Leigh Douglas; his 2 sisters, Marlene Loesekam and
|
11 | | Ellen (Jim) Wood; his
brother, Charles (Sheila) Douglas; his
|
12 | | sister-in-law, Georgia Carol Douglas; and several Douglas and |
13 | | Chambers nephews and nieces and cousins; therefore, be it
|
14 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |
15 | | NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we |
16 | | mourn the passing of Larry Allen Douglas, and extend our |
17 | | sincere condolences to his family, friends, and all who knew |
18 | | and loved him; and be it further

19 | | RESOLVED, That a suitable copy of this resolution be |
20 | | presented to the family of Larry Douglas as an expression of |
21 | | our deepest sympathy.
