HOUSE RESOLUTION

 
2    WHEREAS, Computer science is a foundational skill for every
321st century student; however, many schools in the United
4States do not teach courses on the subject; and
 
5    WHEREAS, Computer science jobs are growing at a rate of 2
6times the national average compared to other professions; there
7are over 25,000 open computing jobs in Illinois, which is over
84 times the average State demand rate; and
 
9    WHEREAS, It is estimated that 1.4 million computer
10programming jobs will need to be filled by the next decade;
11only 400,000 of these positions are expected to be filled,
12causing a loss of nearly $500 billion in future salaries; and
 
13    WHEREAS, Less than 2.5% of American college students
14graduate with degrees in computer science; enrollment figures
15for computer science have dropped compared to the previous
16decade; and
 
17    WHEREAS, Only 0.7% of 2012 high school Advanced Placement
18students studied computer science; only 15% of those students
19were women, and only 8% were students from communities of
20color; and

1    WHEREAS, Computer science credits can only be put toward
2high school graduation in 27 states; and
 
3    WHEREAS, The Hour of Code challenge teaches individuals how
4to create computer code for an hour to show anyone can learn
5the basics of computer programming; and
 
6    WHEREAS, Over 47,000 Hour of Code events have been
7conducted on every habitable continent and within 180
8countries; and
 
9    WHEREAS, Over 100 million students have tried the Hour of
10Code challenge to boost problem solving, logic, and creativity
11skills; and
 
12    WHEREAS, The Hour of Code challenge promotes awareness of
13computer science and helps all students realize their full
14potential; Illinois schools should strive to ensure all
15students are prepared to be part of a 21st century workforce;
16therefore, be it
 
17    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
18NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
19designate the week of December 7-13, 2015 as "Hour of Code
20Week" in the State of Illinois; and be it further

1    RESOLVED, That we encourage all public and private
2educational institutions in Illinois to have their students
3participate in the challenge.
