2 | | WHEREAS, The members of the Illinois House of |
3 | | Representatives wish to congratulate Dr. Mary D. Bruce on the |
4 | | occasion of her promotion to the position of Full Professor at |
5 | | Governors State University; and
|
6 | | WHEREAS, Dr. Mary D. Bruce earned her bachelor's degree in |
7 | | Mass Communications from Southern University in Baton Rouge, |
8 | | Louisiana in 1984, her master's degree in Public Administration |
9 | | from Oakland University in Rochester, Michigan in 1992, and her |
10 | | Ph.D. in Political Science from Wayne State University in |
11 | | Detroit, Michigan in 2003; and
|
12 | | WHEREAS, Dr. Mary D. Bruce began her educational career in |
13 | | 1995 as a substitute teacher in the Detroit public school |
14 | | system; in 1998, she began teaching English and math at Wayne |
15 | | State University; in 1999, she began teaching English and math |
16 | | at the Lewis College of Business; in 2001, she started teaching |
17 | | American Government courses at Wayne State University; in 2003, |
18 | | at Wayne County Community College, she continued teaching |
19 | | American Government courses; from September of 2003 to August |
20 | | of 2004, she served as a lecturer of Intermediate Reading and |
21 | | Writing and Oral Communications/Public Speaking at Wayne State |
22 | | University; and

1 | | WHEREAS, In August of 2004, Dr. Mary D. Bruce became an |
2 | | Assistant Professor at Governors State University; while at |
3 | | Governors State University, she has taught numerous courses in |
4 | | public administration, including the Introduction to Public |
5 | | Administration and Public Policy Analysis undergraduate |
6 | | courses; she also taught the Seminar in Public Policy: |
7 | | Community Planning and Strategic Planning, Human Resource |
8 | | Management, Seminar in Public Policy, and Seminar in Urban and |
9 | | Local Government graduate courses; in July of 2007, she became |
10 | | a Visiting Professor at the Makerere University Business School |
11 | | in Kampala, Uganda; in 2014, she was selected to serve as the |
12 | | Not-for-Profit/Social Entrepreneurship Concentration |
13 | | Coordinator for Governors State University's doctoral program |
14 | | (Ed.D) in Interdisciplinary Leadership; and
|
15 | | WHEREAS, Dr. Mary D. Bruce is a member of the National |
16 | | Conference of Black Political Scientists, the African Working |
17 | | Group of the National Academy of Public Administration, the |
18 | | American Political Science Association, the American Society |
19 | | of Public Administrators, the National Association of Schools |
20 | | of Public Affairs and Administration, and the Consortium for |
21 | | International Management, Policy, and Development; she is a |
22 | | member of the Delta Sigma Theta Sorority, Inc. and has served |
23 | | on several boards, including the South Suburban Family Shelter |
24 | | and the Access to Care Board; she is also a lifetime member of |
25 | | Jack and Jill of America and an Itinerant Elder in the African |

1 | | Methodist Episcopal Church since 1998, serving in the fourth |
2 | | Episcopal District; and |
3 | | WHEREAS, Dr. Mary D. Bruce is a charter member of the |
4 | | International Public Administration Honors Society of Pi Alpha |
5 | | Alpha while at Oakland University and started the Pi Alpha |
6 | | Alpha Society at Governors State University; and
|
7 | | WHEREAS, Dr. Mary D. Bruce has authored numerous scholarly |
8 | | publications, including "Training for Disaster Management" for |
9 | | the Illinois Political Science Review, presented a paper |
10 | | entitled "Education at Opposite Ends of the Spectrum" for the |
11 | | Midwest Political Science Association, and published an |
12 | | article entitled "Is Equity in education Attainable?" in the |
13 | | Journal of Public Management and Social Policy; and |
14 | | WHEREAS, Dr. Mary D. Bruce is a diligent and poised |
15 | | educator who serves as a model of integrity and dedication for |
16 | | the people of the State of Illinois; therefore, be it

17 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |
18 | | NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we |
19 | | congratulate Dr. Mary D. Bruce on the occasion of her promotion |
20 | | to the position of Full Professor at Governors State University |
21 | | and wish her continued success and happiness in the future; and |
22 | | be it further
