2 | WHEREAS, The Members of the Illinois House of | ||||||
3 | Representatives wish to congratulate
Caroline Portlock on | ||||||
4 | becoming the new Workforce Development Director at Joliet | ||||||
5 | Junior
College; and
| ||||||
6 | WHEREAS, Prior to undertaking her new role at Joliet Junior | ||||||
7 | College, Caroline Portlock served
her community as Executive | ||||||
8 | Director of the Grundy County Chamber of Commerce - a
position | ||||||
9 | she has held since August of 2003; and
| ||||||
10 | WHEREAS, In addition to being the Executive Director of the | ||||||
11 | Grundy County Chamber of
Commerce, Caroline Portlock has an | ||||||
12 | extensive and diverse background working in the private
sector; | ||||||
13 | she has an experiential background that spans over 20 years | ||||||
14 | working in the areas of
marketing, public relations - working | ||||||
15 | both for-profit and not-for-profit organizations -
and human | ||||||
16 | resources; and | ||||||
17 | WHEREAS, During her time spent working with the Chamber of | ||||||
18 | Commerce to
produce a better business climate and culture for | ||||||
19 | the hard-working families and
businesses residing in Grundy | ||||||
20 | County, Caroline Portlock developed and implemented training, | ||||||
21 | marketing,
and management programs for businesses throughout | ||||||
22 | the region that, in turn, helped
foster a more prosperous, |

| |||||||
1 | vibrant sense of community for businesses and residents alike; | ||||||
2 | and | ||||||
3 | WHEREAS, Caroline Portlock's vast experience in human | ||||||
4 | resources and public relations, which
allowed her to construct | ||||||
5 | and actuate a wide-range of strategies and programs, provided
| ||||||
6 | her with valuable tools that not only helped her be a | ||||||
7 | successful leader in the Grundy
County Chamber of Commerce, but | ||||||
8 | will now allow her to impart her talents to the Joliet
Junior | ||||||
9 | College community; and | ||||||
10 | WHEREAS, Caroline Portlock earned her Bachelors of Science | ||||||
11 | from the University Of St.
Francis (USF) in 2002; she has since | ||||||
12 | received a PHR Certification from the Society of
Human Resource | ||||||
13 | Management in May of 2002, completed an MBA at USF in May of
| ||||||
14 | 2004, and has earned an IOM Certification through the U.S. | ||||||
15 | Chamber of Commerce in
June of 2008; and
| ||||||
16 | WHEREAS, Caroline Portlock is not only an ardent exponent | ||||||
17 | and fighter for her community in the
sometimes highly | ||||||
18 | contentious and grueling board rooms of the corporate world, | ||||||
19 | she is
also quite the worthy opponent in her leisure time; Ms. | ||||||
20 | Portlock is a Red Belt in
Tae Kwon Do and Combat Hapkido; and
| ||||||
21 | WHEREAS, Caroline Portlock currently lives with her loving | ||||||
22 | husband, Vince, and their 2
lovely Australian Cattle Dogs, Roo |

1 | and Rooby; and
| ||||||
2 | WHEREAS, Caroline Portlock is a proven, driven individual | ||||||
3 | who day-in and day-out tries to
serve her community well and at | ||||||
4 | all times hopes to provide a better way of life for her
| ||||||
5 | friends, family, and neighbors; therefore, be it
| ||||||
6 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
7 | NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | ||||||
8 | commend the remarkable work
done by Caroline Portlock for the | ||||||
9 | residents of Grundy County and wish her a successful
time in | ||||||
10 | her new role as Workforce Development Director at Joliet Junior | ||||||
11 | College; and be it further

12 | RESOLVED, That a suitable copy of this resolution be | ||||||
13 | presented to Caroline Portlock as a
symbol of our sincere | ||||||
14 | congratulations.
