| 1 | | HOUSE RESOLUTION
|
| 2 | | WHEREAS, It is illegal to profit from the sale of any part |
| 3 | | of a human body, except to be reimbursed for reasonable |
| 4 | | expenses therefrom (720 ILCS 5/12-20); and
|
| 5 | | WHEREAS, No anatomical gift may be made unless expressly |
| 6 | | authorized by the proper person or persons under the Illinois |
| 7 | | Anatomical Gift Act (755 ILCS 50/5-5); stillborn infants and |
| 8 | | fetuses are treated as decedents under the Act (755 ILCS |
| 9 | | 50/1-10); and
|
| 10 | | WHEREAS, Physicians are required to certify in writing the |
| 11 | | methods of abortion available and the reason for the method |
| 12 | | chosen (720 ILCS 510/6); and
|
| 13 | | WHEREAS, It has come to light that Planned Parenthood may |
| 14 | | be profiting from the sale of human fetal tissue to various |
| 15 | | organizations across the State; and
|
| 16 | | WHEREAS, Planned Parenthood may not be obtaining full |
| 17 | | informed consent as to the donation of the fetal tissue and |
| 18 | | reimbursement for such costs and procedures; and
|
| 19 | | WHEREAS, Planned Parenthood may be performing abortion |
| 20 | | procedures that put the life and health of the mother at risk |

| 1 | | in order to keep the fetal tissue intact; and
|
| 2 | | WHEREAS, The illegal practice of selling human fetal tissue |
| 3 | | is a major concern because it takes advantage of people during |
| 4 | | a difficult and emotional time; therefore, be it
|
| 5 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |
| 6 | | NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we |
| 7 | | urge the Illinois Department of Public Health, the Illinois |
| 8 | | Executive Inspector General, the Illinois Attorney General, |
| 9 | | and the Illinois Department of Revenue to investigate Planned |
| 10 | | Parenthood's procedures for abortions, obtaining informed |
| 11 | | consent, and sale or donation of human fetal tissue across the |
| 12 | | State; and be it further
|
| 13 | | RESOLVED, That we urge the Illinois Department of Public |
| 14 | | Health, the Illinois Executive Inspector General, the Illinois |
| 15 | | Attorney General, and the Illinois Department of Revenue to |
| 16 | | investigate which organizations across the State are involved |
| 17 | | in purchasing or accepting human fetal tissue from Planned |
| 18 | | Parenthood; and be it further
|
| 19 | | RESOLVED, That suitable copies of this resolution be |
| 20 | | delivered to the Illinois Department of Public Health, the |
| 21 | | Illinois Executive Inspector General, the Illinois Attorney |
| 22 | | General, and the Illinois Department of Revenue.
