6 | | WHEREAS, General Hayes was commissioned in 1987 from the |
7 | | Reserve Officer
Training Corps program at the University of |
8 | | Kansas as a field artillery officer; he has served nearly

9 | | years with the Illinois National Guard; and

10 | | WHEREAS, General Hayes held several previous positions in |
11 | | the Illinois National
Guard, including battery commander with |
12 | | Battery C, 2nd Battalion, 122nd Field Artillery in
Chicago; |
13 | | commander of 2nd Battalion, 122nd Field Artillery, also in |
14 | | Chicago; commander of
Task Force 122 in New Orleans, Louisiana, |
15 | | during Hurricane Katrina and Rita Relief
Operations; assistant |
16 | | chief of staff G3 for the 35th Infantry Division; deputy |
17 | | commander of Task
Force Falcon in Kosovo, Serbia; director of |
18 | | operations J3 for Joint Force Headquarters in
Springfield; and |
19 | | commander of the 129th Regiment (Regional Training Institute) |
20 | | also in
Springfield; and

21 | | WHEREAS, General Hayes' professional military education |
22 | | includes the Field Artillery
Officer Basic and Advanced |

Kansas, a master's degree in business administration from |
6 | | Touro University International, and a master's
degree in |
7 | | strategic studies from the U.S. Army War College; additionally, |
8 | | General Hayes spent 27 years working in engineering and |
9 | | construction, including as CEO of a civil construction
firm |
