2 | | AMENDMENT NO. ___. Amend House Resolution 559 by replacing |
3 | | everything after the heading with the following:

4 | | "WHEREAS, The boundaries of the 67th Representative |
5 | | District are generally in the City of Rockford extending to the |
6 | | southwest; and
|
7 | | WHEREAS, The 67th Representative District has a voting-age |
8 | | population of over 108,000 people of various ethnic and |
9 | | socio-economic backgrounds; and
|
10 | | WHEREAS, Violent crime is a serious problem in the City of |
11 | | Rockford; therefore, be it
|
12 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |
13 | | NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
14 | | there is created the Rockford Violent Crime Task Force within |

1 | | the Illinois Department of State Police, to consist of the |
2 | | following: |
3 | | (1) the Governor, or his or her designee; |
4 | | (2) the Mayor of the City of Rockford, or his or her |
5 | | designee; |
6 | | (3) the Illinois Attorney General, or his or her |
7 | | designee; |
8 | | (4) a member of an association representing State's |
9 | | Attorneys appointed by the Governor; |
10 | | (5) a member of a Winnebago County legal association |
11 | | appointed by the Governor; |
12 | | (6) a member of the Winnebago County Violent Crime Task |
13 | | Force appointed by the members of the Winnebago County |
14 | | Violent Crime Task Force; |
15 | | (7) two members of the Illinois House of |
16 | | Representatives chosen by the Speaker of the Illinois House |
17 | | of Representatives, one of whom shall serve as co-chair; |
18 | | (8) two members of the Illinois House of |
19 | | Representatives chosen by the Minority Leader of the |
20 | | Illinois House of Representatives, one of whom shall serve |
21 | | as co-chair; |
22 | | (9) the President of the Student Government |
23 | | Association at Rock Valley College; |
24 | | (10) the Director of State Police, or his or her |
25 | | designee; |
26 | | (11) the Director of Corrections, or his or her |

1 | | designee, who must: |
2 | | (A) be from the Division of Parole; |
3 | | (B) be an active field agent; and |
4 | | (C) possess at least a master's degree in criminal |
5 | | justice or criminology; |
6 | | (12) a faculty member of the Sociology Department at |
7 | | Rock Valley College appointed by the President of Rock |
8 | | Valley College; |
9 | | (13) a faculty member of the Criminal Justice program |
10 | | at Rock Valley College appointed by the President of Rock |
11 | | Valley College; and |
12 | | (14) a representative of an organization representing |
13 | | Rockford-area businesses appointed by the Mayor of the City |
14 | | of Rockford; and be it further

15 | | RESOLVED, That all appointments shall be made no later than |
16 | | 45 days following the adoption of this resolution; and be it |
17 | | further
|
18 | | RESOLVED, That the Task Force shall hold its first meeting |
19 | | no later than 90 days following the adoption of the resolution; |
20 | | and be it further |
21 | | RESOLVED, That the Task Force shall study and determine the |
22 | | causes of violent crime in Rockford and nearby affected |
23 | | communities; and be it further |

1 | | RESOLVED, That the Task Force shall study and determine the |
2 | | feasibility of deploying the Illinois State Police to Rockford |
3 | | and nearby affected communities and neighborhoods; and be it |
4 | | further |
5 | | RESOLVED, That the Task Force shall review and analyze the |
6 | | Illinois State Police's headcount and minimum staffing levels, |
7 | | calls for service, annual overtime cost, and other factors that |
8 | | would be relevant to an Illinois State Police presence in the |
9 | | Rockford community; and be it further |
10 | | RESOLVED, That the Task Force shall develop a comprehensive |
11 | | long-term solution to the effect of violent crime in Rockford |
12 | | and nearby affected communities; and be it further |
13 | | RESOLVED, That the Task Force shall recommend a plan of |
14 | | action to substantially reduce the incidents of violent crime |
15 | | in Rockford and nearby affected communities; and be it further |
16 | | RESOLVED, That the Task Force shall draft any necessary |
17 | | legislation and make any necessary recommendations for |
18 | | appropriations for the General Assembly to pass and the |
19 | | Governor to sign to place the plan of action into immediate |
20 | | effect; and be it further |

1 | | RESOLVED, That the Task Force shall report its findings and |
2 | | recommendations and submit any and all proposed legislation to |
3 | | the Governor and General Assembly on or before December 31, |
4 | | 2016; and be it further |
5 | | RESOLVED, That the members of the Task Force shall serve |
6 | | without compensation; and be it further |
7 | | RESOLVED, That the Illinois Department of State Police |
8 | | shall provide administrative and other support to the Task |
9 | | Force; and be it further |
10 | | RESOLVED, That a copy of this resolution be presented to |
11 | | the Speaker of the Illinois House of Representatives, the |
12 | | Minority Leader of the Illinois House of Representatives, the |
13 | | Governor of the State of Illinois, and the Director of State |
14 | | Police.". |
