HOUSE RESOLUTION 559

 
2    WHEREAS, The boundaries of the 67th Representative
3District are generally in the City of Rockford extending to the
4southwest; and
 
5    WHEREAS, The 67th Representative District has a voting-age
6population of over 108,000 people of various ethnic and
7socio-economic backgrounds; and
 
8    WHEREAS, Violent crime is a serious problem in the City of
9Rockford; therefore, be it
 
10    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
11NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
12there is created the Rockford Violent Crime Task Force within
13the Illinois Department of State Police, to consist of the
14following:
15        (1) the Governor, or his or her designee;
16        (2) the Mayor of the City of Rockford, or his or her
17    designee;
18        (3) the Illinois Attorney General, or his or her
19    designee;
20        (4) a member of an association representing State's
21    Attorneys appointed by the Governor;
22        (5) a member of a Winnebago County legal association

1    appointed by the Governor;
2        (6) a member of the Winnebago County Violent Crime Task
3    Force appointed by the members of the Winnebago County
4    Violent Crime Task Force;
5        (7) two members of the Illinois House of
6    Representatives chosen by the Speaker of the Illinois House
7    of Representatives, one of whom shall serve as co-chair;
8        (8) two members of the Illinois House of
9    Representatives chosen by the Minority Leader of the
10    Illinois House of Representatives, one of whom shall serve
11    as co-chair;
12        (9) the President of the Student Government
13    Association at Rock Valley College;
14        (10) the Director of State Police, or his or her
15    designee;
16        (11) the Director of Corrections, or his or her
17    designee, who must:
18            (A) be from the Division of Parole;
19            (B) be an active field agent; and
20            (C) possess at least a master's degree in criminal
21        justice or criminology;
22        (12) a faculty member of the Sociology Department at
23    Rock Valley College appointed by the President of Rock
24    Valley College;
25        (13) a faculty member of the Criminal Justice program
26    at Rock Valley College appointed by the President of Rock

1    Valley College; and
2        (14) a representative of an organization representing
3    Rockford-area businesses appointed by the Mayor of the City
4    of Rockford; and be it further
 
5    RESOLVED, That all appointments shall be made no later than
645 days following the adoption of this resolution; and be it
7further
 
8    RESOLVED, That the Task Force shall hold its first meeting
9no later than 90 days following the adoption of the resolution;
10and be it further
 
11    RESOLVED, That the Task Force shall study and determine the
12causes of violent crime in Rockford and nearby affected
13communities; and be it further
 
14    RESOLVED, That the Task Force shall study and determine the
15feasibility of deploying the Illinois State Police to Rockford
16and nearby affected communities and neighborhoods; and be it
17further
 
18    RESOLVED, That the Task Force shall review and analyze the
19Illinois State Police's headcount and minimum staffing levels,
20calls for service, annual overtime cost, and other factors that
21would be relevant to an Illinois State Police presence in the

1Rockford community; and be it further
 
2    RESOLVED, That the Task Force shall develop a comprehensive
3long-term solution to the effect of violent crime in Rockford
4and nearby affected communities; and be it further
 
5    RESOLVED, That the Task Force shall recommend a plan of
6action to substantially reduce the incidents of violent crime
7in Rockford and nearby affected communities; and be it further
 
8    RESOLVED, That the Task Force shall draft any necessary
9legislation and make any necessary recommendations for
10appropriations for the General Assembly to pass and the
11Governor to sign to place the plan of action into immediate
12effect; and be it further
 
13    RESOLVED, That the Task Force shall report its findings and
14recommendations and submit any and all proposed legislation to
15the Governor and General Assembly on or before December 31,
162016; and be it further
 
17    RESOLVED, That the members of the Task Force shall serve
18without compensation; and be it further
 
19    RESOLVED, That the Illinois Department of State Police
20shall provide administrative and other support to the Task

2    RESOLVED, That a copy of this resolution be presented to
3the Speaker of the Illinois House of Representatives, the
4Minority Leader of the Illinois House of Representatives, the
5Governor of the State of Illinois, and the Director of State
6Police.
