HOUSE RESOLUTION

 
2    WHEREAS, The boundaries of the 67th Representative
3District are generally in the City of Rockford extending to the
4southwest; and
 
5    WHEREAS, The 67th Representative District has a voting-age
6population of over 108,000 people of various ethnic and
7socio-economic backgrounds; and
 
8    WHEREAS, Violent crime is a serious problem in the City of
9Rockford; therefore, be it
 
10    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
11NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
12there is created the Rockford Violent Crime Task Force within
13the Illinois State Police, to consist of the following:
14        (1) the Governor, or his or her designee;
15        (2) the Mayor of the City of Rockford, or his or her
16    designee;
17        (3) the Illinois Attorney General, or his or her
18    designee;
19        (4) a member of an association representing State's
20    Attorneys appointed by the Governor;
21        (5) a member of a Winnebago County legal association
22    appointed by the Governor;

1        (6) a member of the Winnebago County Violent Crime Task
2    Force appointed by the members of the Winnebago County
3    Violent Crime Task Force;
4        (7) two members of the Illinois House of
5    Representatives chosen by the Speaker of the Illinois House
6    of Representatives, one of whom shall serve as co-chair;
7        (8) two members of the Illinois House of
8    Representatives chosen by the Minority Leader of the
9    Illinois House of Representatives;
10        (9) the President of the Student Government
11    Association at Rock Valley College;
12        (10) the Director of Corrections or his or her
13    designee, who must:
14            (A) be from the Division of Parole;
15            (B) be an active field agent; and
16            (C) possess at least a master's degree in criminal
17        justice or criminology;
18        (11) a faculty member of the Sociology Department at
19    Rock Valley College appointed by the President of Rock
20    Valley College;
21        (12) a faculty member of the Criminal Justice program
22    at Rock Valley College appointed by the President of Rock
23    Valley College; and
24        (13) a representative of an organization representing
25    Rockford-area businesses appointed by the Speaker of the
26    Illinois House of Representatives; and be it further

1    RESOLVED, That all appointments shall be made no later than
245 days following the adoption of this resolution; and be it
3further
 
4    RESOLVED, That the Task Force shall study and determine the
5causes of violent crime in Rockford and nearby affected
6communities; and be it further
 
7    RESOLVED, That the Task Force shall study and determine the
8feasibility of deploying the Illinois State Police to Rockford
9and nearby affected communities and neighborhoods; and be it
10further
 
11    RESOLVED, That the Task Force shall develop a comprehensive
12long-term solution to the effect of violent crime in Rockford
13and nearby affected communities; and be it further
 
14    RESOLVED, That the Task Force shall recommend a plan of
15action to substantially reduce the incidents of violent crime
16in Rockford and nearby affected communities; and be it further
 
17    RESOLVED, That the Task Force shall draft any necessary
18legislation and make any necessary recommendations for
19appropriations for the General Assembly to pass and the
20Governor to sign to place the plan of action into immediate

1effect; and be it further
 
2    RESOLVED, That the Task Force shall report its findings and
3recommendations and submit any and all proposed legislation to
4the Governor and General Assembly on or before December 31,
52016; and be it further
 
6    RESOLVED, That the members of the Task Force shall serve
7without compensation; and be it further
 
8    RESOLVED, That a copy of this resolution be presented to
9the Speaker of the Illinois House of Representatives, the
10Minority Leader of the Illinois House of Representatives, the
11Governor of the State of Illinois, and the Director of State
12Police.
