2 | WHEREAS, The members of the Illinois House of | ||||||
3 | Representatives wish to congratulates Joe M. Kanosky, Ph.D. on | ||||||
4 | the occasion of his retirement as President of Highland | ||||||
5 | Community College on June 30, 2015; and
| ||||||
6 | WHEREAS, Joe Kanosky's tenure began in June of 2006 after | ||||||
7 | serving as Acting President upon the departure of Dr. Ronald | ||||||
8 | Field in late 2005; he joined Highland Community College in | ||||||
9 | 1981 and has held a variety of positions in the areas of | ||||||
10 | student services, instructional program administration, | ||||||
11 | community service, and economic development; he has been a | ||||||
12 | Director, an Associate Dean, and a Dean; he served as | ||||||
13 | Vice-President for Student and Community Services from 2000 to | ||||||
14 | 2003 and as Vice-President for Institutional and Community | ||||||
15 | Development from 2003 until November of 2005; and
| ||||||
16 | WHEREAS, Joe Kanosky has had several lasting | ||||||
17 | accomplishments, most notably, the construction of 2 | ||||||
18 | state-of-the-art training facilities: the Ray and Betty Stamm | ||||||
19 | Health Science Nursing Wing and the Wind Turbine Technician | ||||||
20 | Training Center; he oversaw the college's successful | ||||||
21 | transition to the Academic Quality Improvement program model of | ||||||
22 | accreditation and 2 Illinois Community College Board | ||||||
23 | recognition evaluations, maintaining the college's continued |

1 | high recognition status; in 2012, the college received approval | ||||||
2 | from the Higher Learning Commission to offer its Associate of | ||||||
3 | Arts degree completely through online coursework; during his | ||||||
4 | tenure, a number of new academic programs were initiated, | ||||||
5 | including Medical Assistant, Emergency Medical Technician, | ||||||
6 | Industrial Training, and Wind Turbine Technician degrees, as | ||||||
7 | well as Customer Service and Professional Tax Preparer | ||||||
8 | certificates; and
| ||||||
9 | WHEREAS, Joe Kanosky has been active in civic and | ||||||
10 | professional organizations for many years; he served on the | ||||||
11 | Freeport School District 145 Board of Education for nearly 8 | ||||||
12 | years, 2 years as its President; he also holds a position on 2 | ||||||
13 | Workforce Investment Boards, which serve northwestern | ||||||
14 | Illinois, and is a member of the board of the Tri-County | ||||||
15 | Economic Development Alliance; he also serves on the boards of | ||||||
16 | the Boys and Girls Club and State Bank of Freeport and is a | ||||||
17 | member of the Freeport Noon Rotary; his past service includes | ||||||
18 | being on the board of directors of the Freeport Area Chamber of | ||||||
19 | Commerce and the Northwest Illinois Development Alliance; he is | ||||||
20 | a member of the Illinois Council of Community College | ||||||
21 | Presidents and currently co-chairs its Leadership and Core | ||||||
22 | Values Committee, a position he has held for several years; he | ||||||
23 | has also presented at the Illinois Council of Community College | ||||||
24 | Administrators conference on several occasions, sharing his | ||||||
25 | expertise on leadership and core values; and

1 | WHEREAS, Joe Kanosky earned his bachelor's degree in
| ||||||
2 | English from Western Illinois
University in 1971; from 1973 to | ||||||
3 | 1978, he
was a high school English teacher
and football and | ||||||
4 | track coach in the
Galesburg area; from 1978
to 1981, he was a | ||||||
5 | full-time
graduate student at Illinois State
University (ISU) | ||||||
6 | in Normal; at
ISU he earned both his
M.S.Ed. and Ph.D. degrees | ||||||
7 | in Educational Administration and Foundations; and
| ||||||
8 | WHEREAS, Joe Kanosky and his wife, Jennifer, have been in | ||||||
9 | Freeport since the fall of 1981; they have 2 grown children, | ||||||
10 | Andrew and Alison; therefore, be it
| ||||||
11 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
12 | NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | ||||||
13 | congratulate Joe M. Kanosky, Ph.D. on his retirement as | ||||||
14 | President of Highland Community College and we wish him the | ||||||
15 | best in all his future endeavors; and be it further
| ||||||
16 | RESOLVED, That a suitable copy of this resolution be | ||||||
17 | presented to Joe Kanosky as an expression of our esteem and | ||||||
18 | respect.
