2 | WHEREAS, Robert Rogina, a leader in the economic | ||||||
3 | development of Joliet and a philanthropist, passed away on | ||||||
4 | February 28, 2014 at the age of 72 while waiting for an organ | ||||||
5 | donation; and
| ||||||
6 | WHEREAS, Robert Rogina was a civil engineer by trade and an | ||||||
7 | engineer for civic improvement by occupation; he was the | ||||||
8 | founder of Rogina Engineers and Surveyors; he was active with | ||||||
9 | the Rialto Square Theatre, the United Way of Will County, | ||||||
10 | Silver Cross Hospital, Cornerstone Services, the Will County | ||||||
11 | Center for Economic Development, the University of St. Francis, | ||||||
12 | the Rotary Club, the Will-Grundy Counties Home Builders | ||||||
13 | Association, the Will County Community Foundation, and the | ||||||
14 | Three Rivers Manufacturers Association; and
| ||||||
15 | WHEREAS, Over 116,000 people are currently waiting for an | ||||||
16 | organ transplant and 21 people will die each day waiting for an | ||||||
17 | organ; a person is added to the organ donor waiting list every | ||||||
18 | 10 minutes; and
| ||||||
19 | WHEREAS, One organ donor can save up to 8 lives and let up | ||||||
20 | to 79 people receive organ transplants; a single tissue donor | ||||||
21 | can save or heal up to 50 people; and

1 | WHEREAS, More than 24,000 patients began new lives in 2014 | ||||||
2 | thanks to organ transplants; and
| ||||||
3 | WHEREAS, More than 120 million people in the United States | ||||||
4 | are signed up to be organ, eye, and tissue donors, which is | ||||||
5 | approximately 50% of the United States' adult population; and
| ||||||
6 | WHEREAS, The citizens of Illinois should be made aware of | ||||||
7 | the need for organ donors and that everyone can become a donor, | ||||||
8 | regardless of age, race, or medical history; and
| ||||||
9 | WHEREAS, National Donate Life Month takes place every year | ||||||
10 | in April; it features an entire month of local, regional, and | ||||||
11 | national activities to help encourage Americans to register as | ||||||
12 | organ, eye, and tissue donors and to celebrate those that have | ||||||
13 | saved lives through the gift of donation; and | ||||||
14 | WHEREAS, The State of Illinois should encourage all | ||||||
15 | residents 18 years old and older to register as an organ donor | ||||||
16 | by having an Illinois driver's license or ID card to register | ||||||
17 | for organ donation at their local Secretary of State's facility | ||||||
18 | at the same time they apply for or renew a driver's license or | ||||||
19 | ID card or online; and

20 | WHEREAS, A Organ Donor Registration Month in State of | ||||||
21 | Illinois will promote education and awareness of how citizens |

1 | can become donors and the importance of being a donor to help | ||||||
2 | save lives; therefore, be it
| ||||||
3 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
4 | NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | ||||||
5 | designate the month of April in 2015 and 2016 as Organ Donor | ||||||
6 | Registration Month in the State of Illinois in honor of Robert | ||||||
7 | Rogina and those who have lost their lives while waiting on a | ||||||
8 | transplant list, to celebrate the lives of those who have been | ||||||
9 | saved through organ donation, and to thank those who have been | ||||||
10 | donors.
