2 | WHEREAS, The members of the Illinois House of | ||||||
3 | Representatives are saddened to learn of the death of Charles | ||||||
4 | Edward Rice of Mishawka, Indiana, who passed away on February | ||||||
5 | 25, 2015; and
| ||||||
6 | WHEREAS, Charles Rice was born in Manhattan, New York on | ||||||
7 | August 7, 1931; he received his bachelor's degree from the | ||||||
8 | College of the Holy Cross in
Worcester, Massachusetts, his law | ||||||
9 | degree from Boston College Law School, and a master's and | ||||||
10 | doctoral
degree in law from New York University; and
| ||||||
11 | WHEREAS, Charles Rice practiced law in New York City and | ||||||
12 | taught at New York University Law School and Fordham
Law School | ||||||
13 | before joining the faculty at the University of Notre Dame Law | ||||||
14 | School in 1969, where he educated generations of attorneys from | ||||||
15 | Illinois and across the nation; in 2000,
he earned Professor | ||||||
16 | Emeritus status; he continued to teach courses in retirement | ||||||
17 | until December of 2014; he was a prominent speaker and author | ||||||
18 | of 13 books on constitutional law, pro-life issues, and
| ||||||
19 | Catholic identity at Notre Dame; he often appeared on the | ||||||
20 | Eternal Word Television Network and was the host
of the 13-part | ||||||
21 | series "The Good Code: The Natural Law"; he helped coach the | ||||||
22 | Notre Dame boxing club for 30 years and was a referee and | ||||||
23 | advisor for the
university's annual Bengal Bouts boxing |

1 | tournament, which raised funds for Holy Cross Missions
in | ||||||
2 | Bangladesh; and
| ||||||
3 | WHEREAS, Charles Rice was a member of the Education Appeal | ||||||
4 | Board of the United States
Department of Education from 1981 to | ||||||
5 | 1993; he was a consultant to the United States Commission on | ||||||
6 | Civil Rights
and to various Congressional committees on | ||||||
7 | constitutional issues; he was a member of the governing boards | ||||||
8 | of Franciscan
University of Steubenville and the Eternal Word | ||||||
9 | Television Network and served as chairman of
the Center for Law | ||||||
10 | and Justice International in New Hope, Kentucky; he also served | ||||||
11 | as an editor of the
American Journal of Jurisprudence; and
| ||||||
12 | WHEREAS, Charles Rice served as state Vice-Chairman of New | ||||||
13 | York state's Conservative Party from 1962 to 1969; he also | ||||||
14 | served in the Marine Corps and was a Lieutenant Colonel in the | ||||||
15 | United States Marine Corps Reserve
(Retired); and
| ||||||
16 | WHEREAS, Charles Rice and his wife had 10 children together | ||||||
17 | and adopted
a son, born in Vietnam; they have 41 grandchildren; | ||||||
18 | therefore, be it
| ||||||
19 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
20 | NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | ||||||
21 | mourn the passing of Charles Edward Rice, and extend our | ||||||
22 | sincere condolences to his family, friends, and all who knew |

1 | and loved him; and be it further
| ||||||
2 | RESOLVED, That a suitable copy of this resolution be | ||||||
3 | presented to the family of Charles Rice as an expression of our | ||||||
4 | deepest sympathy.
