HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives are saddened to learn of the death of Charles
4Edward Rice of Mishawka, Indiana, who passed away on February
525, 2015; and
 
6    WHEREAS, Charles Rice was born in Manhattan, New York on
7August 7, 1931; he received his bachelor's degree from the
8College of the Holy Cross in Worcester, Massachusetts, his law
9degree from Boston College Law School, and a master's and
10doctoral degree in law from New York University; and
 
11    WHEREAS, Charles Rice practiced law in New York City and
12taught at New York University Law School and Fordham Law School
13before joining the faculty at the University of Notre Dame Law
14School in 1969, where he educated generations of attorneys from
15Illinois and across the nation; in 2000, he earned Professor
16Emeritus status; he continued to teach courses in retirement
17until December of 2014; he was a prominent speaker and author
18of 13 books on constitutional law, pro-life issues, and
19Catholic identity at Notre Dame; he often appeared on the
20Eternal Word Television Network and was the host of the 13-part
21series "The Good Code: The Natural Law"; he helped coach the
22Notre Dame boxing club for 30 years and was a referee and
23advisor for the university's annual Bengal Bouts boxing

1tournament, which raised funds for Holy Cross Missions in
2Bangladesh; and
 
3    WHEREAS, Charles Rice was a member of the Education Appeal
4Board of the United States Department of Education from 1981 to
51993; he was a consultant to the United States Commission on
6Civil Rights and to various Congressional committees on
7constitutional issues; he was a member of the governing boards
8of Franciscan University of Steubenville and the Eternal Word
9Television Network and served as chairman of the Center for Law
10and Justice International in New Hope, Kentucky; he also served
11as an editor of the American Journal of Jurisprudence; and
 
12    WHEREAS, Charles Rice served as state Vice-Chairman of New
13York state's Conservative Party from 1962 to 1969; he also
14served in the Marine Corps and was a Lieutenant Colonel in the
15United States Marine Corps Reserve (Retired); and
 
16    WHEREAS, Charles Rice and his wife had 10 children together
17and adopted a son, born in Vietnam; they have 41 grandchildren;
18therefore, be it
 
19    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
20NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
21mourn the passing of Charles Edward Rice, and extend our
22sincere condolences to his family, friends, and all who knew

2    RESOLVED, That a suitable copy of this resolution be
3presented to the family of Charles Rice as an expression of our
4deepest sympathy.
