2 | | WHEREAS, In March of
2013, Governor Quinn ordered the |
3 | | closing of the Dwight
Correctional Center in Logan County, near |
4 | | Dwight; and |
5 | | WHEREAS, The closing of the Dwight Correctional Center was |
6 | | claimed to be a cost-saving
measure; it was estimated that $27 |
7 | | million annually in operating
costs and nearly $350,000 in |
8 | | annual maintenance costs would be saved; and |
9 | | WHEREAS, About 1,000 inmates were transferred from the |
10 | | Dwight Correctional Center to the Logan Correctional Center in |
11 | | Lincoln; and
|
12 | | WHEREAS, The property of the Dwight Correctional Center was |
13 | | transferred
from the control of the Illinois Department of |
14 | | Corrections to the
Department of Central Management Services in |
15 | | July of 2014; and
|
16 | | WHEREAS, The closure has so far reportedly directly |
17 | | affected 355 jobs and
indirectly affected 128 jobs; and
|
18 | | WHEREAS, According to a University of Illinois study in |
19 | | 2012, such a
closing would have a potential negative impact to |
20 | | the local economy of
more than $50 million; and
|

1 | | WHEREAS, According to a report by the John Howard |
2 | | Association, the
closure has exacerbated overcrowding and has |
3 | | not generated any costs
savings for the State; and
|
4 | | WHEREAS, The Illinois Department of Corrections claims |
5 | | that as much
as $48 million has been saved by the closing of |
6 | | the Dwight Correctional
Center; therefore, be it
|
7 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |
8 | | NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
9 | | the Auditor General is directed to conduct an
audit of the |
10 | | closing of the Dwight Correctional Center; and be it further |
11 | | RESOLVED, That the audit include, but not be limited to, |
12 | | determining
the fiscal impact on the State of the Dwight |
13 | | Correctional Center closing; any cost savings
achieved by the |
14 | | closing; and the impact the closure and transfer of
inmates has |
15 | | made on the State's correctional system; and be it further |
16 | | RESOLVED, That any State agency that may have information |
17 | | relevant
to this audit cooperate fully and promptly with the |
18 | | Auditor General's
Office in the conducting of its audit; and be |
19 | | it further |
20 | | RESOLVED, That the Auditor General commence this audit as |
