HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives are saddened by the death of our friend and
4colleague, former State Representative Rosemary Mulligan of
5Des Plaines, who passed away on December 30, 2014; and
 
6    WHEREAS, Rep. Mulligan was born and raised in Chicago; she
7moved with her family to Park Ridge in 1955, and then moved to
8Des Plaines when she married; and
 
9    WHEREAS, Rep. Mulligan earned her Associate of Arts and
10Science degree in Legal Technology from Harper College in
11Palatine in 1982; she was a recipient of a 4-year scholarship
12from Illinois State University in Normal, and received further
13education at the Illinois Institute for Continuing Legal
14Education; and
 
15    WHEREAS, Rep. Mulligan was first elected to the Illinois
16House of Representatives in 1992, serving the people of
17northwest suburban Cook County in the 65th District (formerly
18the 55th District) for 20 years, retiring in January 2013; and
 
19    WHEREAS, Rep. Mulligan was the first Des Plaines resident
20to serve in the Illinois House of Representatives; and

1    WHEREAS, During her tenure in the General Assembly, Rep.
2Mulligan became a respected leader on State budget issues
3(particularly human services appropriations), family and
4women's issues, health care, and early childhood education; and
 
5    WHEREAS, Rep. Mulligan was recognized for her expertise in
6prescription drug problems, compulsive gambling, health
7insurance coverage and reforms, welfare-to-work, and victims'
8rights; and
 
9    WHEREAS, Some of Rep. Mulligan's key accomplishments
10include passage of a bill making female genital mutilation
11illegal in Illinois, the establishment of the veterans'
12scratch-off lottery card to fund veteran's programs in
13Illinois, a bill to allow for an income tax check-off to help
14pay for prosthesis replacements for veterans, securing funding
15for fighting flooding issues in the Des Plaines River area,
16instituting programs to fight compulsive gambling and other
17addictions, casting a deciding vote in favor of Illinois' civil
18unions bill and advancing marriage equality, and addressing
19transportation issues, including the S-curve in Des Plaines on
20which she worked with the late Des Plaines Mayor Paul Jung and
21former State Representative Carolyn Krause; and
 
22    WHEREAS, Rep. Mulligan served as majority chair or minority
23spokesperson of the Illinois House Human Services

1Appropriations Committee for 17 of her 20 years in the General
2Assembly; and
 
3    WHEREAS, Rep. Mulligan served on many committees
4throughout her time in the General Assembly, including the
5Joint Committee on Administrative Rules, the Access to Federal
6Funding Committee (minority spokesperson), the Appropriations
7for Elementary & Secondary Education Committee, the
8Appropriations for Human Services Committee (minority
9spokesperson), the Business & Occupational Licenses Committee,
10the Health Care Availability & Accessibility Committee, the
11Health Care Licenses Committee, and the Medicaid Reform, Family &
12 Children Services Committee (minority spokesperson); and
 
13    WHEREAS, Rep. Mulligan served on numerous other task forces
14and committees, including the Illinois Discharged Service
15Member Task Force, the Governor's Senior Pharmaceutical
16Assistance Review Committee, the Joint Task Force on Immigrant
17Issues, the Early Intervention Task Force, the Elder Abuse Task
18Force, and the Illinois Workforce Investment Board; and
 
19    WHEREAS, Rep. Mulligan was selected to attend the Women's
20Political and Economic Leadership Conferences in Northern
21Ireland and London in 1999; she was also a delegate to Israel
22and was the program chair for the White House Women's Economic
23Leadership Summit in 1997; and

1    WHEREAS, Rep. Mulligan additionally served on the Citizens
2Council on Children, the Illinois Clemency Project for Battered
3Women, and the National Advisory Council of the Campaign for
4Women's Health; and
 
5    WHEREAS, Rep. Mulligan received numerous awards and honors
6during her legislative career and was named "One of the Top 100
7Women Making A Difference" by Today's Chicago Woman; and
 
8    WHEREAS, Rep. Mulligan received countless awards for her
9advocacy and work in the legislature and community, including
10the Health Care Council of Illinois Legislator of the Year
11Award, the Maine Community Youth Assistance Foundation
12Certificate of Appreciation, the Lutheran Social Services of
13Illinois Legislative Champion Award, the American Cancer
14Society Leadership Award for the Smoke-Free Illinois Act, the
15Maine Center Legislative Star Award, the Illinois Farm Bureau
16ACTIVATOR Friend of Agriculture Award, the Illinois Health Care
17Association Legislator of the Year, the Illinois Council
18Against Handgun Violence Legislative Advocacy Award, the
19Illinois Area Vocational Directors Council and Illinois
20Education Employment System Directors Leadership Certificate
21of Appreciation, the Illinois Primary Health Care Association
22Legislative Advocacy Award, the Advocate Lutheran General
23Hospital Certificate of Appreciation, the Civic Leadership

1    WHEREAS, Rep. Mulligan served in various professional and
2community organizations, including the Flemming Fellow
3Leadership National Board, the National Conference of State
4Legislators Health Forum, the Illinois Conference of Women
5Legislators, the Illinois Federation of Business and
6Professional Women, the Advisory Board of Avenues to
7Independence, the Advisory Board of Have Dreams, the Illinois
8Republican Committeewoman's Roundtable, the Maine Township
9Regular Republican Organization, the Northwest Suburban
10Republican Women, the League of Women Voters, the National
11Women's Political Caucus, and the Illinois Women's Political
12Caucus; and
 
13    WHEREAS, Rep. Mulligan was a champion of women's
14reproductive freedom and a passionate advocate for access to
15quality health care; particularly for children, the elderly,
16the developmentally disabled, and those with special needs; and
 
17    WHEREAS, Rep. Mulligan raised 2 sons, Dan and Matt, and was
18the proud grandmother of Sophia and Isabelle; and
 
19    WHEREAS, Members of the Illinois House of Representatives
20will miss both the candor and dedication with which Rep.
21Mulligan tackled issues that came before the chamber and the
22passion with which she served her constituents; therefore, be

1    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
2NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
3mourn, along with her family, friends, and constituents, the
4passing of Illinois State Representative Rosemary Mulligan;
5and be it further
 
6    RESOLVED, That a suitable copy of this resolution be
7presented to the family of Rep. Rosemary Mulligan as a symbol
8of our sincere sympathy.
