HOUSE RESOLUTION

WHEREAS, The members of the Illinois House of Representatives wish to congratulate David A. Northern, Sr. on receiving the 2015 Most Influential African American of Lake County Award; and

WHEREAS, David Northern, Sr. began serving as the Executive Director/Chief Executive Officer of the Lake County Housing Authority in 2008, the first African American to hold the position; he is responsible for the administrative and professional oversight in planning, directing, and coordinating the authority's varied and complex programs; his expertise in affordable housing, his understanding of Lake County and the communities it serves, and his in-depth comprehension of the authority's goals and objectives enable him to meet the ever-increasing challenges of leading an agency that is the 4th-largest in Illinois and serves approximately 3,500 families; and

WHEREAS, The Most Influential African American of Lake County Award is given to an outstanding individual, or couple, who has shown strong leadership, compassion, and a magnanimous attitude towards their fellow man; this individual, or couple, must have excelled in their field or endeavor and through their means and sphere of influence have improved the quality of life and the conditions of the community in which they live and work; and

WHEREAS, David Northern, Sr. has received numerous recognitions throughout his career, including The Graduate of the Last Decade Award in 2004 from Ball State University; a profile in Ebony Magazine's 2004 editorial "30 Leaders Under 30"; inclusion in Who's Who In Black Chicago in 2006, 2007, and 2010; the Most Influential African Americans of Lake County Award in 2007 and 2010; and the Champion in Housing Award in 2010; his various affiliations include national, State, and local housing boards; and

WHEREAS, David Northern, Sr. has a Master of Public Affairs from Indiana University and a Bachelor of Science in Accounting from Ball State University; he also holds a Certificate from the University of Maryland for completion of the Executive Education Program in Housing, a Graduate Certificate in Public Management, and a Certificate from the Institute for Innovative Leadership Development; and

WHEREAS, David Northern, Sr. will be presented with his award on January 25, 2015 at a celebration in honor of the achievements of African American leadership in the Lake County community; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate David A. Northern, Sr. on receiving the 2015 Most Influential African American of Lake County Award; and be it further

RESOLVED, That a suitable copy of this resolution be presented to David Northern, Sr. as an expression of our esteem and respect.
