2 | | WHEREAS, A study commissioned by the Chicago Tribune |
3 | | concerning the City of Chicago's red light camera program has |
4 | | concluded that the cameras do not reduce crashes that result in |
5 | | injury; and |
6 | | WHEREAS, The study found that there was a 22% increase in |
7 | | rear-end collisions; and |
8 | | WHEREAS, The study found that the 3-second yellow light |
9 | | times commonly used in Chicago are too short even for drivers |
10 | | observing the speed limit; the City continues to ignore a |
11 | | growing body of research suggesting that adding half a second |
12 | | to yellow light times would give drivers a better chance of |
13 | | stopping safely; such a change could bring down the number of |
14 | | rear-end crashes and red light violations; other cities and |
15 | | states that use red light cameras have chosen to err on the |
16 | | side of caution and safety and have lengthened yellow light |
17 | | times; and

18 | | WHEREAS, On several occasions, Chicago Mayor Rahm |
19 | | Emanuel's administration has used flawed statistics to defend |
20 | | the City's red light camera program, and the program has been |
21 | | besieged with reports concerning corruption and mismanagement; |
