2 | | AMENDMENT NO. ___. Amend House Resolution 14 by replacing |
3 | | everything after the heading with the following:

4 | | "WHEREAS, The boundaries of the 32nd Representative |
5 | | District are generally in the inner city of Chicago extending |
6 | | to the southwest suburbs of Burbank, Bridgeview, Hickory Hills, |
7 | | and Justice, Illinois; and
|
8 | | WHEREAS, The 32nd Representative District has a voting-age |
9 | | population of 108,734 people of various ethnic and |
10 | | socio-economic backgrounds; and
|
11 | | WHEREAS, 27,909 of the residents of the 32nd Representative |
12 | | District live at or below the federal poverty level; and
|
13 | | WHEREAS, The 32nd Representative District ranks in the top |
14 | | 3 of Representative Districts reporting incidents of violent |

1 | | crime; and
|
2 | | WHEREAS, The Dan Ryan Expressway is that 12-mile portion of |
3 | | I-90/94 located in the City of Chicago spanning from |
4 | | approximately 95th Street to the south and Roosevelt Road to |
5 | | the north; and
|
6 | | WHEREAS, The Dan Ryan Expressway travels through the 32nd |
7 | | Representative District one linear mile from 67th Street to the |
8 | | north and 76th Street to the south; and
|
9 | | WHEREAS, Within the 32nd Representative District lies |
10 | | Halsted Street, one mile west of the Dan Ryan Expressway, and |
11 | | Cottage Grove Avenue, one mile east of the Dan Ryan Expressway; |
12 | | this area generally encompasses the communities of Englewood |
13 | | and Grand Crossing including the Park Manor neighborhood; and
|
14 | | WHEREAS, In November of 1985, Mayor Harold Washington |
15 | | entered into an intergovernmental agreement with the State of |
16 | | Illinois whereby the State of Illinois could operate Illinois |
17 | | State Lottery kiosks at O'Hare International Airport and, |
18 | | subsequently, Chicago Midway International Airport; and |
19 | | WHEREAS, In November of 1985, Governor James R. Thompson |
20 | | entered into an intergovernmental agreement with the City of |
21 | | Chicago whereby the Illinois State Police would patrol the Dan |

|
1 | | Ryan Expressway and all other expressways in the City of |
2 | | Chicago; and
|
3 | | WHEREAS, The State of Illinois receives monies after the |
4 | | imposition of fines and penalties upon those persons cited for, |
5 | | among other things, improperly operating motor vehicles on the |
6 | | Dan Ryan Expressway between 67th Street and 76th Street; and
|
7 | | WHEREAS, The State of Illinois derives financial profits |
8 | | directly from the Illinois State Lottery kiosks located at both |
9 | | O'Hare International and Chicago Midway International |
10 | | Airports; and
|
11 | | WHEREAS, In fact, the Illinois State Lottery posted fiscal |
12 | | year 2013 revenues of: (1) $4,939,990 from O'Hare International |
13 | | Airport; (2) $696,776 from Chicago Midway International |
14 | | Airport; and (3) $656,000,000 overall; and
|
15 | | WHEREAS, It will not be a financial burden on the State of |
16 | | Illinois for the Illinois State Police to expand its patrol |
17 | | area, from the Dan Ryan Expressway between 67th Street and 76th |
18 | | Street one linear mile east and one linear mile west, to |
19 | | support efforts at combating violent crime in the State of |
20 | | Illinois; and
|
21 | | WHEREAS, Since as recently as 1999, the Illinois State |

1 | | Police were dispatched to and patrolled the City of East St. |
2 | | Louis, Illinois to support efforts to combat crime in the State |
3 | | of Illinois; and |
4 | | WHEREAS, As of the date of the filing of this resolution, |
5 | | over 800 registered voters, within the 2 mile rectangular |
6 | | boundary of the Dan Ryan Expressway between 67th Street and |
7 | | 76th Street, have signed a petition imploring the Governor of |
8 | | the State of Illinois to dispatch the Illinois State Police, |
9 | | with all deliberate speed, to that specific area within the |
10 | | 32nd Representative District for a reasonable period of time; |
11 | | and
|
12 | | WHEREAS, These 800 affected residents of the 32nd |
13 | | Representative District have stated that they are in immediate |
14 | | need of assistance and relief to protect their health, safety |
15 | | and welfare; therefore, be it
|
16 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |
17 | | NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
18 | | there is created the Englewood Violent Crime Task Force within |
19 | | the Illinois State Police, to consist of the following: |
20 | | (1) the Governor, or his or her designee; |
21 | | (2) the Mayor of the City of Chicago, or his or her |
22 | | designee; |
23 | | (3) the Mayor of the City of East St. Louis, or his or |

|
1 | | her designee; |
2 | | (4) the Illinois Attorney General, or his or her |
3 | | designee; |
4 | | (5) a member of an association representing State's |
5 | | Attorneys appointed by the Governor; |
6 | | (6) a member of an association representing |
7 | | African-American attorneys in Cook County appointed by the |
8 | | Governor; |
9 | | (7) two members of the Illinois House of |
10 | | Representatives chosen by the Speaker of the Illinois House |
11 | | of Representatives, one of whom shall serve as co-chair; |
12 | | (8) two members of the Illinois House of |
13 | | Representatives chosen by the Minority Leader of the |
14 | | Illinois House of Representatives, one of whom shall serve |
15 | | as co-chair; |
16 | | (9) the Director of the State Police or his or her |
17 | | designee; |
18 | | (10) a representative of the Park Manor Neighbors |
19 | | Community Council appointed by the Council; |
20 | | (11) a representative of a community-based |
21 | | organization dedicated to outreach and prevention programs |
22 | | for African-American men living in Woodlawn and nearby |
23 | | south side Chicago communities appointed by the Speaker of |
24 | | the House of Representatives; |
25 | | (12) the President of the Student Government |
26 | | Association at the University of Illinois at Chicago; |

1 | | (13) the President of the Student Government |
2 | | Association at Chicago State University; |
3 | | (14) the Director of Corrections, or his or her |
4 | | designee who must: |
5 | | (A) be from the Division of Parole; |
6 | | (B) be an active field agent; and |
7 | | (C) possess at least a master's degree in criminal |
8 | | justice or criminology; |
9 | | (15) a faculty member of the Department of Criminology, |
10 | | Law & Justice at the University of Illinois at Chicago |
11 | | appointed by the President of the University of Illinois; |
12 | | (16) a representative of an organization representing |
13 | | Chicago-area businesses appointed by the Speaker of the |
14 | | House of Representatives; |
15 | | (17) a representative of a statewide organization |
16 | | representing Illinois businesses appointed by the Speaker |
17 | | of the House of Representatives; and |
18 | | (18) a representative of a statewide association |
19 | | representing retail merchants appointed by the Speaker of |
20 | | the House of Representatives; and be it further

21 | | RESOLVED, That all appointments shall be made no later than |
22 | | 45 days following the adoption of this resolution; and be it |
23 | | further
|
24 | | RESOLVED, That the Task Force shall study and determine the |

1 | | causes of violent crime in Englewood and nearby affected |
2 | | communities; and be it further |
3 | | RESOLVED, That the Task Force shall study and determine the |
4 | | feasibility of deploying the Illinois State Police to Englewood |
5 | | and nearby affected communities and neighborhoods; and be it |
6 | | further |
7 | | RESOLVED, That the Task Force shall review and analyze the |
8 | | Illinois State Police's headcount and minimum staffing levels |
9 | | in the Chicago area, calls for service, annual overtime cost, |
10 | | and other factors that would be relevant to a Illinois State |
11 | | Police presence in the Englewood community; and be it further |
12 | | RESOLVED, That the Task Force shall conduct a thorough |
13 | | review and analysis of the 2014 detail between Illinois State |
14 | | Police and the Chicago Police Department's fugitive |
15 | | apprehension unit in Chicago; and be it further |
16 | | RESOLVED, That the Task Force shall develop a comprehensive |
17 | | long-term solution to the effect of violent crime in Englewood |
18 | | and nearby affected communities; and be it further |
19 | | RESOLVED, That the Task Force shall recommend a plan of |
20 | | action to substantially reduce the incidents of violent crime |
21 | | in Englewood and nearby affected communities; and be it further |

1 | | RESOLVED, That the Task Force shall draft any necessary |
2 | | legislation and make any necessary recommendations for |
3 | | appropriations for the General Assembly to pass and the |
4 | | Governor to sign to place the plan of action into immediate |
5 | | effect; and be it further |
6 | | RESOLVED, That the Task Force shall report its findings and |
7 | | recommendations and submit any and all proposed legislation to |
8 | | the Governor and General Assembly on or before December 31, |
9 | | 2016; and be it further |
10 | | RESOLVED, That the members of the Task Force shall serve |
11 | | without compensation, but shall be reimbursed for their |
12 | | reasonable and necessary expenses from the funds appropriated |
13 | | for that purpose from the Illinois State Police; and be it |
14 | | further |
15 | | RESOLVED, That copies of this resolution be presented to |
16 | | the Speaker of the Illinois House of Representatives, the |
17 | | Minority Leader of the Illinois House of Representatives, the |
18 | | Governor of the State of Illinois, the Director of State |
19 | | Police, the Mayor of the City of Chicago, and the Mayor of the |
20 | | City of East St. Louis.".
