Synopsis As Introduced
Amends the educator licensure provisions of the School Code. Allows persons who have completed a comparable preparation program in another state to earn a Professional Educator License. Requires that certain required testing under the Code for applicants for a Professional Educator License who are holders of an Educator License with Stipulation includes an evidence-based assessment of teacher effectiveness, approved by the State Superintendent of Education in consultation with the State Educator Preparation and Licensure Board, and requires that testing to be completed by the end of the second year of employment as a teacher of record. Requires applicants for an Educator License with Stipulations to satisfy the requirements for a Professional Educator License.

105 ILCS 5/21B-30

Replaces everything after the enacting clause with provisions of the introduced bill with the following changes: Provides that one requirement to gain a Professional Educator License is for a person to have successfully completed an approved educator preparation program and be recommended for licensure by the institution offering the approved educator preparation program in Illinois or a comparable preparation program in another state (rather than by an Illinois institution offering the educator preparation program or comparable preparation program in another state). Provides that a second requirement includes, for a first endorsement in a teaching field, successful completion of an evidence-based assessment of teacher effectiveness within the first 2 years of employment as a teacher of record with an Educator License with Stipulations (rather than successful completion of an evidence-based assessment of teacher effectiveness completed by the end of the second year of employment as a teacher of record). Provides that an individual with an Educator License with Stipulations who meets certain requirements, including an evidence-based assessment of teacher effectiveness within the first 2 years of employment as a teacher of record, shall be issued a Professional Educator License. Further amends the School Code. Includes candidates completing teacher preparation programs out-of-state with respect to passing an evidence-based assessment of teacher effectiveness. Makes other changes. Adds an immediate effective date.
