This bill will likely have a negative fiscal impact to the state's Medicaid program. The Department of Healthcare and Family Services estimates a cost of $1.7 million for printing the MCO Performance Metrics Comparison Tool, plus additional staffing costs related to creating and maintaining the tool. Medicaid MCOs could absorb additional costs due to the provider reimbursement provision; it is possible that such increased costs would be factored into future MCO capitation rates paid by the Department of Healthcare and Family Services. Passage of this bill without an accompanying source ofrevenue will result in an unbalanced budget. |
