30 ILCS 15/10.5 new

Synopsis As Introduced
Amends the Public Funds Statement Publication Act. Provides that all motor vehicles purchased or leased for one year or more by a State agency shall have a Vehicle Identification Number that begins with the number one, the number 2, the number 4, or the number 5. Effective January 1, 2016.

Deletes reference to:
30 ILCS 15/10.5 new
Adds reference to:
30 ILCS 517/35 new

Replaces everything after the enacting clause. Reinserts the contents of the original bill. Effective January 1, 2016.

 This bill does not create a State mandate.

 Fiscal Note, House Committee Amendment No. 1 (Dept. of Central Management Services)
 The Department of Central Management Services is unable to project a fiscal impact associated with this proposed legislation due to the following factors: (A) The rapid change of the automobile industry; (1) Which manufacturers offer VIN numbers 1/2/4/5 may change frequently; (2) Each vehicle purchase is unique in the type of vehicle that is needed - pickup truck versus a sedan versus economy car versus a hybrid, etc; (B) The amount of vehicles purchased in any given fiscal year is dependent upon need and adequate cash flow, which is especially unpredictable. (C) In general, any limitation on the potential universe of bidders will serve over time to increase costs.
