Synopsis As Introduced
Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Requires the Department of Commerce and Economic Opportunity to conduct a study regarding credit and background checks conducted by public and private employers to determine what, if any, impact unpaid child support information has on an individual's ability to be considered, interviewed, and hired by an employer. Provides that the study may include data related to the prevalence of information regarding unpaid child support on standard employer credit and background checks, the prevalence of criminal versus civil judgments on standard employer credit and background checks, and the number of employers who utilize this information when screening applicants for employment. Requires the Department to report the results of the study to the Governor and the General Assembly on or before May 1, 2017. Repeals the new provisions on January 1, 2018. Effective July 1, 2015.

Replaces everything after the enacting clause. Amends the Department of Healthcare and Family Services Law of the Civil Administrative Code of Illinois. Provides that the Division of Child Support Services of the Department of Healthcare and Family Services shall conduct a study regarding the barriers individuals face to paying child support for the purpose of reducing the total amount of unpaid child support in Illinois. Repeals the new provisions on January 1, 2018. Effective July 1, 2015.
