The fiscal impact on the Illinois Department of Public Health for implementing the provisions of HB 127 would be primarily related to staff time to establish the pilot program and the development of guidelines, training materials, and the review and approval of a provider for the sudden cardiac arrest training course required for all coaches annually. The estimated staff time allocation would be 1/2 FTE or approximately $75,000 annually. An additional $10,000 is estimated to collect and analyze data from the pilot program. The bill does not provide any funding resources for implementation of the pilot program by the Department or by the Illinois State Board of Education. The Department does not currently have staff or fiscal resources to implement the proposed pilot program. |
