| 2 | WHEREAS, It is highly fitting that the Illinois General | ||||||
| 3 | Assembly pays honor and respect to the truly great individuals | ||||||
| 4 | who have served our country and, in doing so, have gone above | ||||||
| 5 | and beyond the call of duty to take part in truly heroic tasks; | ||||||
| 6 | and
| ||||||
| 7 | WHEREAS, Gary "Randy" Scott was born on January 17, 1961 | ||||||
| 8 | and grew up in Rankin; and
| ||||||
| 9 | WHEREAS, Gary Scott joined the United States Marine Corps | ||||||
| 10 | on February 22, 1980; he served as part of the Multinational | ||||||
| 11 | Peacekeeping Force as a member of the 1st Battalion, 8th Marine | ||||||
| 12 | Regiment Landing Team - BLT 1/8 of the 24th Marine Amphibious | ||||||
| 13 | Unit as a combat engineer; and
| ||||||
| 14 | WHEREAS, On October 23, 1983, Gary Scott was serving as a | ||||||
| 15 | corporal when a truck laden with the equivalent of over 12,000 | ||||||
| 16 | pounds of TNT crashed through the perimeter of the compound of | ||||||
| 17 | the United States contingent of the Multinational Force at | ||||||
| 18 | Beirut International Airport in Lebanon, penetrated the | ||||||
| 19 | Battalion Landing Team Headquarters building, and detonated; | ||||||
| 20 | the force of the explosion destroyed the building, resulting in | ||||||
| 21 | the deaths of 241 United States military personnel: 200 | ||||||
| 22 | Marines, 18 sailors, and 3 soldiers; this incident was the | ||||||

| |||||||
| 1 | deadliest single-day death toll for the United States Marine | ||||||
| 2 | Corps since the Battle of Iwo Jima; and
| ||||||
| 3 | WHEREAS, Following his courageous service, Gary Scott was | ||||||
| 4 | posthumously promoted to the rank of sergeant; and
| ||||||
| 5 | WHEREAS, There is a section of highway on Illinois Route 49 | ||||||
| 6 | from Illinois Route 9 in Rankin which extends to Cissna Park; | ||||||
| 7 | therefore, be it
| ||||||
| 8 | RESOLVED, BY THE SENATE OF THE NINETY-EIGHTH GENERAL | ||||||
| 9 | ASSEMBLY OF THE STATE OF ILLINOIS, that we designate the | ||||||
| 10 | portion of Illinois Route 49 from Illinois Route 9 in Rankin to | ||||||
| 11 | Cissna Park as the "Sgt. Gary "Randy" Scott Memorial Highway"; | ||||||
| 12 | and be it further
| ||||||
| 13 | RESOLVED, That the Illinois Department of Transportation | ||||||
| 14 | is requested to erect, at suitable locations consistent with | ||||||
| 15 | State and federal regulations, an appropriate plaque or signs | ||||||
| 16 | giving notice of the name of the Sgt. Gary "Randy" Scott | ||||||
| 17 | Memorial Highway; and be it further | ||||||
| 18 | RESOLVED, That suitable copies of this resolution be | ||||||
| 19 | presented to the family of Gary "Randy" Scott, the Fallen | ||||||
| 20 | Heroes Veterans Club, the Village of Rankin, and the Secretary | ||||||
| 21 | of the Illinois Department of Transportation.
