2 | WHEREAS, The members of the Illinois Senate are saddened to | ||||||
3 | learn of the death of Kurt Paul Froehlich of Champaign, who | ||||||
4 | passed away on August 22, 2014; and
| ||||||
5 | WHEREAS, Kurt Froehlich was born in Moline on March 23, | ||||||
6 | 1943 to Dr. Kurt P. and Loris J. Barrett Froehlich; he married | ||||||
7 | Bonnie J. Froehlich on August 27, 1966; he received his | ||||||
8 | Bachelor of Science in Chemistry in 1966, his Masters of | ||||||
9 | Education in 1968, and his Juris Doctor in 1973, all from the | ||||||
10 | University of Illinois; he was a veteran of the United States | ||||||
11 | Army, serving for 2 years; and
| ||||||
12 | WHEREAS, Kurt Froehlich was a partner in the Champaign law | ||||||
13 | firm of Evans, Froehlich, Beth, & Chamley, where he | ||||||
14 | concentrated his practice in public and municipal finance and | ||||||
15 | local government law; he was an expert on local government law, | ||||||
16 | municipal finance, and taxation; he was with the Home Rule and | ||||||
17 | Intergovernmental Cooperation Project of the University of | ||||||
18 | Illinois Institute of Government and Public Affairs; he served | ||||||
19 | as City Attorney of Champaign from 1975 to 1980 and as an | ||||||
20 | Adjunct Professor of Architecture at the University of Illinois | ||||||
21 | from 1987 to 1993; he wrote and lectured extensively on a | ||||||
22 | variety of topics and was a participant on numerous programs | ||||||
23 | sponsored by local, State, and national organizations; he |

1 | chaired the National Institute of Municipal Law Officers (now | ||||||
2 | International Municipal Lawyers Association) Committee on | ||||||
3 | Intergovernmental Relations and the Economic Development, | ||||||
4 | Taxation, and Finance Section; and | ||||||
5 | WHEREAS, Kurt Froehlich was a member of the American Bar | ||||||
6 | Association (member, Section on Taxation's Committee on | ||||||
7 | Tax-Exempt Finance), the Illinois State Bar Association | ||||||
8 | (former Chair of the Local Government Law Section Council), the | ||||||
9 | Champaign County Bar Association, the National Association of | ||||||
10 | Bond Lawyers, the Illinois Tax Increment Association | ||||||
11 | (Legislative Committee), and the Home Rule Attorney's | ||||||
12 | Committee of the Illinois Municipal League (1973-2014, Chair | ||||||
13 | 2012-2013); he received the Distinguished Service Award for | ||||||
14 | Lifetime Achievement from the Illinois Institute for Local | ||||||
15 | Government Law in 2005; and
| ||||||
16 | WHEREAS, Kurt Froehlich was a member of Holy Cross Catholic | ||||||
17 | Church in Champaign; he enjoyed traveling, golfing, running, | ||||||
18 | and was an avid fan of Illini sports; he completed the 21st | ||||||
19 | Marine Corps Marathon in Washington, D.C. in 1996; he served as | ||||||
20 | past-President of the Champaign County YMCA; he married Peggy | ||||||
21 | Ann Sancken Smith on July 31, 2010; and

22 | WHEREAS, Kurt Froehlich was preceded in death by his | ||||||
23 | parents and his first wife, Bonnie; and

1 | WHEREAS, Kurt Froehlich is survived by a son, Kevin Paul | ||||||
2 | Froehlich; his second wife, Peggy; one brother, Jeff E. (Karen) | ||||||
3 | Froehlich; one sister, Paula (Rik) Bennett; and many nieces, | ||||||
4 | nephews, and great-nieces and great-nephews; therefore, be it
| ||||||
5 | RESOLVED, BY THE SENATE OF THE NINETY-EIGHTH GENERAL | ||||||
6 | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of | ||||||
7 | Kurt Paul Froehlich, and extend our sincere condolences to his | ||||||
8 | family, friends, and all who knew and loved him; and be it | ||||||
9 | further

10 | RESOLVED, That a suitable copy of this resolution be | ||||||
11 | presented to the family of Kurt Froehlich as an expression of | ||||||
12 | our deepest sympathy.
