2 | | WHEREAS, The members of the Illinois Senate are saddened to |
3 | | learn of the death of Mary Louise Bailey of Alton, who passed |
4 | | away on November 10, 2013; and
|
5 | | WHEREAS, Mary Louise Bailey was born on September 28, 1919 |
6 | | in Jefferson City, Missouri to Jasper H. and Ardella Clara (nee |
7 | | Smith) Simmons; she graduated from Lincoln University |
8 | | Laboratory High School in Jefferson City, Missouri and married |
9 | | James Marvin Bailey on October 30, 1938 in Marshall, Missouri; |
10 | | and
|
11 | | WHEREAS, Mary Louise Bailey worked as an elevator operator |
12 | | for a number of years at a commercial building in Alton before |
13 | | becoming a full-time homemaker; and
|
14 | | WHEREAS, Upon moving to Alton, Mary Louise Bailey joined |
15 | | Allen Chapel African Methodist Episcopal Church; she later |
16 | | became a charter member of Unity Fellowship Church in Godfrey; |
17 | | along with her husband, she was deeply involved in community |
18 | | activities and, as a result, was awarded the Living Legend |
19 | | Award from the Coalition of Concerned Citizens in 2008; and
|
20 | | WHEREAS, Mary Louise Bailey was preceded in death by her |
21 | | parents, and by her sisters, Jemenia Lansdowne and Vivian |

2 | | WHEREAS, Mary Louise Bailey is survived by her sons, Dr. |
3 | | James M. (Michelle) Bailey, Jr. and the Honorable Duane L. |
4 | | (Lois M. Holmes) Bailey; her granddaughters, Tori R. Bailey, |
5 | | Lauren T. Bailey, and Carmen L. Bailey; her grandson, James M. |
6 | | Bailey, III; her great-granddaughters, Sacha N. Brown and Elona |
7 | | M. Williams; her brother and sisters-in-law, Jasper Simmons, |
8 | | Richard (Sallie) Simmons, and Martha A. Green; a host of |
9 | | cousins, nieces, nephews, and friends; a special daughter, |
10 | | Brenda Walker-McCain; a special grandson, Jared McCain; her |
11 | | special granddaughters, Brittney, Ciara, and Anita Holmes; a |
12 | | special great-grandson, Princeton James; and treasured |
13 | | friends, Kathleen Holmes and Bonnie Fox; therefore, be it

14 | | RESOLVED, BY THE SENATE OF THE NINETY-EIGHTH GENERAL |
15 | | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of |
16 | | Mary Louise Bailey, and extend our sincere condolences to her |
17 | | family, friends, and all who knew and loved her; and be it |
18 | | further

20 | | presented to the family of Mary Louise Bailey as an expression |
