2 | WHEREAS, The members of the Illinois Senate are saddened to | ||||||
3 | learn of the death of Robert E. Manning, Jr. of Peoria, who | ||||||
4 | passed away on July 22, 2013; and
| ||||||
5 | WHEREAS, Robert Manning, Jr. was born on November 16, 1931, | ||||||
6 | in Peoria; his parents were Robert E. and Catherine Irene | ||||||
7 | (Gorman) Manning; he married Lois M. Wilson in Oshawa, Ontario, | ||||||
8 | Canada on April 25, 1953; after the passing of his first wife, | ||||||
9 | he married Rosemary Donnelly Crowley on March 24, 2001; and
| ||||||
10 | WHEREAS, Robert Manning, Jr. graduated from the Spalding | ||||||
11 | Institute in 1949, where he captained the football, basketball, | ||||||
12 | and baseball teams during his senior year and was selected as | ||||||
13 | an all-city quarterback in 1948; he attended the University of | ||||||
14 | Notre Dame and graduated from Bradley University in 1953, | ||||||
15 | lettering in varsity baseball at both schools; and | ||||||
16 | WHEREAS, Robert Manning, Jr. continued his baseball career | ||||||
17 | beyond high school and college; he played collegiate summer | ||||||
18 | leagues in Madison, Wisconsin, Halifax, Nova Scotia, Canada, | ||||||
19 | and Oshawa, Ontario, Canada; he played professional baseball | ||||||
20 | from 1953 to 1954 for the Cleveland Indians and the New York | ||||||
21 | Giants organizations in Peoria (Peoria Chiefs), Tampa, | ||||||
22 | Florida, and Olean, New York; and |

1 | WHEREAS, Robert Manning, Jr. graduated from the University | ||||||
2 | of Notre Dame Law School in 1960 and practiced law in Peoria | ||||||
3 | from 1960 to 1977; he served as assistant State's Attorney in | ||||||
4 | Peoria County from 1960 to 1967 before being appointed State's | ||||||
5 | Attorney from 1967 to 1968; he was selected as an associate | ||||||
6 | circuit judge in the 10th Circuit and a circuit judge in 1980; | ||||||
7 | he retired in 1997; and
| ||||||
8 | WHEREAS, Robert Manning, Jr. was a member of many civic and | ||||||
9 | professional associations, including the Peoria County Bar | ||||||
10 | Association, the Illinois State Bar Association, the American | ||||||
11 | Judicature Society, the Illinois Judges Association, the | ||||||
12 | Spalding and Peoria Notre Dame High School Booster Clubs, the | ||||||
13 | University of Notre Dame National Monogram Club, the Notre Dame | ||||||
14 | Club of Peoria, the Bradley University Letterman and Chiefs | ||||||
15 | Club, the Landmark Racquet and Health Club, the Knights of | ||||||
16 | Columbus-Spalding Council, and the Benevolent and Protective | ||||||
17 | Order of Elks Lodge #20; and | ||||||
18 | WHEREAS, Robert Manning, Jr. was a member of St. Bernard | ||||||
19 | Catholic Church, where he served on the finance committee; and
| ||||||
20 | WHEREAS, Robert Manning, Jr. was preceded in death by his | ||||||
21 | first wife, Lois; his brother, Paul; and his sister, Sharon | ||||||
22 | O'Shaughnessy; and

1 | WHEREAS, Robert Manning, Jr. is survived by his wife, | ||||||
2 | Rosemary; his children, Michael Manning, Lauren (Tom) Donlan, | ||||||
3 | Linda Manning, Angela (Dan) Aeschliman, Robert (Kristen) | ||||||
4 | Manning, James Manning, and Paul (Katie) Manning; his 18 | ||||||
5 | grandchildren; his 8 great-grandchildren; his numerous | ||||||
6 | cousins, nieces, and nephews; his step-children, Karen (Bob) | ||||||
7 | Metzinger, Debi (John) Redington, James (Gail) Crowley, | ||||||
8 | William III (Laura) Crowley, and John (Chris) Crowley; his 13 | ||||||
9 | step-grandchildren; and his 2 great-stepgrandchildren; | ||||||
10 | therefore, be it

11 | RESOLVED, BY THE SENATE OF THE NINETY-EIGHTH GENERAL | ||||||
12 | ASSEMBLY OF THE STATE OF ILLINOIS, that we, along with his | ||||||
13 | family and friends, mourn the passing of Robert E. Manning, | ||||||
14 | Jr.; and be it further
| ||||||
15 | RESOLVED, That a suitable copy of this resolution be | ||||||
16 | presented to the family of Robert Manning, Jr. as an expression | ||||||
17 | of our sympathy.
