| ||||||
2 | WHEREAS, The members of the Illinois Senate are saddened to | ||||||
3 | learn of the death of Richard "Dick" Everett Fallow of | ||||||
4 | Davenport, Iowa, who passed away on April 13, 2013; and
| ||||||
5 | WHEREAS, Richard Fallow was born on August 23, 1920, in | ||||||
6 | Hartford, Connecticut, to Everett and Gladys Bennett Fallow; in | ||||||
7 | 1937, while on a youth hostel bicycle trip to Europe, his life | ||||||
8 | would be changed forever by the poverty and war he witnessed | ||||||
9 | firsthand; and
| ||||||
10 | WHEREAS, Richard Fallow graduated from Amherst College in | ||||||
11 | 1942; he joined the American Field Service during World War II | ||||||
12 | and served as an ambulance driver for 2 years; he was assigned | ||||||
13 | to the 8th British Army in North Africa; while volunteering for | ||||||
14 | the AFS, he witnessed the poor treatment and living conditions | ||||||
15 | the Jewish population faced; and | ||||||
16 | WHEREAS, Upon returning home, Richard Fallow began working | ||||||
17 | for the United Electrical and Radio Workers Union; he fought | ||||||
18 | for workers' rights and continued to organize for fair and | ||||||
19 | equal business laws for employees, which eventually led him to | ||||||
20 | Sioux County, Iowa; it was there that he met his wife, | ||||||
21 | Wilhelmina "Mickey" DeVries; and |

1 | WHEREAS, In 1951, Richard Fallow and his wife, Mickey were | ||||||
2 | united in marriage; they moved to Davenport, Iowa, in 1952 and | ||||||
3 | started their family, which includes 3 daughters; and | ||||||
4 | WHEREAS, Richard Fallow continued to be active with labor | ||||||
5 | unions and joined the staff of the National AFL-CIO, serving as | ||||||
6 | an area director of the Committee on Political Education | ||||||
7 | (COPE); his contributions to the workforce were exemplary, | ||||||
8 | always conscious of the well-being of workers and their | ||||||
9 | families and striving constantly to improve the laws that | ||||||
10 | protect the American worker; he officially retired in 1988 from | ||||||
11 | COPE; and
| ||||||
12 | WHEREAS, At 87 years old, Richard Fallow was awarded with | ||||||
13 | the first-ever Lifetime Achievement Award from the East Central | ||||||
14 | Iowa-Northwestern Illinois AFL-CIO Hall of Fame; he continued | ||||||
15 | to encourage others to work toward the ultimate goal of making | ||||||
16 | the United States a better place to live and work; and
| ||||||
17 | WHEREAS, Richard Fallow had a great compassion toward | ||||||
18 | society as a whole, and he passed those same values on to his | ||||||
19 | children and grandchildren; he will be lovingly remembered as | ||||||
20 | not only a pioneer activist for the labor movement but also as | ||||||
21 | a devoted husband, father, and grandfather; and
| ||||||
22 | WHEREAS, Richard Fallow was a musician, photographer, and |

| |||||||
1 | organic gardener; he was a member of the Quad City Regional | ||||||
2 | Musician's Union-Local 67, National Alliance of Retired | ||||||
3 | Americans, Progressive Action for the Common Good, along with | ||||||
4 | other long-standing associations through the National | ||||||
5 | Federation of Labor; therefore, be it
| ||||||
6 | RESOLVED, BY THE SENATE OF THE NINETY-EIGHTH GENERAL | ||||||
7 | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of | ||||||
8 | Richard Fallow, and extend our sincere condolences to his | ||||||
9 | family, friends, and all who knew and loved him; and be it | ||||||
10 | further
| ||||||
11 | RESOLVED, That a suitable copy of this resolution be | ||||||
12 | presented to the family of Richard Fallow as an expression of | ||||||
13 | our deepest sympathy.
