Proposes to amend the Bill of Rights Article of the Illinois Constitution. Provides that the people shall have the right to be secure in their electronic communications and data against unreasonable searches, seizures,
invasions of privacy or interceptions of communications by eavesdropping
devices or other means. Provides that no warrant shall issue without probable cause,
supported by affidavit particularly describing the data or communication to be accessed. Effective upon being declared adopted.

5 | | CONCURRING HEREIN, that there shall be submitted to the |
6 | | electors of the State for adoption or rejection at the general |
7 | | election next occurring at least 6 months after the adoption of |
8 | | this resolution a proposition to amend Article I of the |
9 | | Illinois Constitution by changing Section 6 as follows:

13 | | SECTION 6. SEARCHES, SEIZURES, PRIVACY AND INTERCEPTIONS

papers , electronic communications and data, |
16 | | and other possessions against unreasonable searches, seizures,

17 | | invasions of privacy or interceptions of communications by |
18 | | eavesdropping
devices or other means. No warrant shall issue |

and the persons or things |
