SYNOPSIS AS INTRODUCED:
 
ILCON Art. I, Sec. 25 new

    Proposes to amend the Bill of Rights Article of the Illinois Constitution. Provides that no person's services or property may be taken without just compensation. Effective upon being declared adopted.

CONSTITUTIONAL AMENDMENT

 
3    RESOLVED, BY THE SENATE OF THE NINETY-EIGHTH GENERAL
4ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES
5CONCURRING HEREIN, that there shall be submitted to the
6electors of the State for adoption or rejection at the general
7election next occurring at least 6 months after the adoption of
8this resolution a proposition to amend Article I of the
9Illinois Constitution by adding Section 25 as follows:

BILL OF RIGHTS

12    (ILCON Art. I, Sec. 25 new)
13SECTION 25. PARTICULAR SERVICES AND PROPERTY
14    Except as a punishment for crime whereof the party shall
15have been duly convicted, no person's particular services shall
16be demanded without just compensation. No person's property
17shall be taken by law without just compensation. Such
18compensation shall be determined by a jury as provided by law.

SCHEDULE
20    This Constitutional Amendment takes effect upon being
21declared adopted in accordance with Section 7 of the Illinois
22Constitutional Amendment Act.
