SENATE JOINT RESOLUTION

 
2    WHEREAS, The earliest American settlements in Illinois
3were located in the American Bottoms in present day St. Clair,
4Monroe, and Randolph counties; and
 
5    WHEREAS, Transportation and communication was facilitated
6by the Mississippi, Ohio, and Kaskaskia rivers, but improvement
7in land transportation was fundamental for Illinois to develop;
8and
 
9    WHEREAS, Old Native American trails, originally buffalo
10traces and deer paths, were used by trappers and settlers
11during the earliest periods of exploration; and
 
12    WHEREAS, The first mention of the Kaskaskia-Cahokia Trail
13was by French trappers in 1725, making it the oldest road in
14the State of Illinois; and
 
15    WHEREAS, In the early days of the Republic, the
16Kaskaskia-Cahokia Trail linked locations such as the Cahokia
17Courthouse, Holy Family Church, the Jarrot Mansion, Piggot's
18Fort, Whiteside Station, Bellefontaine House, Fort de
19Chartres, the Pierre Menard Home, Fort Kaskaskia, and the
20Liberty Bell of the West - many of which are maintained today
21by the Illinois Historic Preservation Agency as historic sites

1of State and even federal significance; and
 
2    WHEREAS, In 1917, the St. Clair-Monroe County Good Roads
3League decided that the Kaskaskia-Cahokia Trail should be
4marked with signs depicting a representational Native American
5head with the words "Kaskaskia Trail", but these signs were
6never installed; and
 
7    WHEREAS, The 1917 edition of the official State highway map
8designated the Kaskaskia-Cahokia Trail, but that designation
9was left off editions published after 1922; and
 
10    WHEREAS, Nearly a century later in 2000, Landmarks Illinois
11cited the Kaskaskia-Cahokia Trail as one of the top ten and
12called for a concerted effort to identify and designate the
13route before all traces would be lost; and
 
14    WHEREAS, Today, community leaders from Monroe, Randolph,
15and St. Clair counties have formed a coalition to identify,
16designate, and promote the Kaskaskia-Cahokia Trail; and
 
17    WHEREAS, In 2013, this cooperative effort won statewide
18recognition from Landmarks Illinois and endorsement from local
19cities, villages, and counties; and
 
20    WHEREAS, Designation by the State of the Kaskaskia-Cahokia

1Trail as a Scenic and Historic Route will preserve a key
2element of the State's history and provide opportunities to
3promote heritage tourism; therefore, be it
 
4    RESOLVED, BY THE SENATE OF THE NINETY-EIGHTH GENERAL
5ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES
6CONCURRING HEREIN, that the Kaskaskia-Cahokia Trail Scenic and
7Historic Route is designated as follows:
8    (1) from the Cahokia Courthouse south on Elm Street to West
9    2nd Street in Cahokia;
10    (2) along West 2nd Street to Water Street;
11    (3) along Water Street to North Main Street in Dupo;
12    (4) along North Main Street to South Main Street;
13    (5) along South Main Street to Old State Route 3 into
14    Monroe County;
15    (6) along Old State Route 3 to Ghent Road in Columbia;
16    (7) along Ghent Road to North Main Street;
17    (8) along South Main Street to Illinois State Route 3;
18    (9) along Illinois State Route 3 to North Market Street in
19    Waterloo;
20    (10) along North Market Street to Columbia Avenue;
21    (11) along Columbia Avenue to North Main Street;
22    (12) along North Main Street to South Main Street;
23    (13) along South Main Street to Hoener Street;
24    (14) along Hoener Street to South Church Street;
25    (15) along South Church Street to Debra Lane;

1    (16) along Debra Lane to Elaine Drive;
2    (17) along Elaine Drive to Cathy Drive;
3    (18) along Cathy Drive to South Library Street;
4    (19) along South Library Street to Illinois State Route 3;
5    (20) along Illinois State Route 3 to Kaskaskia Road;
6    (21) along Kaskaskia Road to Stringtown Road;
7    (22) along Stringtown Road to Illinois State Route 155 in
8    Randolph County;
9    (23) along Illinois State Route 155 to Henry Street in
10    Prairie du Rocher;
11    (24) along Henry Street to Market Street;
12    (25) along Market Street to Bluff Street;
13    (26) along Bluff Street to Bluff Road;
14    (27) along Bluff Road to Lock & Dam Road in Modoc; and
15    (28) along Lock & Dam Road to the Confluence Heritage Area;
16    and be it further
 
17    RESOLVED, That the Illinois Department of Transportation
18and units of local government that maintain any portions of the
19above designated Kaskaskia-Cahokia Trail Scenic and Historic
20Route are requested to erect at suitable locations on their
21respective portions of the route, consistent with State and
22federal regulations, plaques or signs giving notice of the
23designation; and be it further
 
24    RESOLVED, That the Illinois Historic Preservation Agency

1and the Illinois Office of Tourism are requested to post the
2Kaskaskia-Cahokia Trail Scenic and Historic Route's location
3on their Agency websites; the Illinois Office of Tourism is
4further requested to produce and distribute brochures and other
5related materials that will make the route known to the public;
6and be it further
 
7    RESOLVED, That suitable copies of this resolution be
8delivered to the Illinois Secretary of Transportation, the
9Illinois Historic Preservation Agency, the Illinois Office of
10Tourism, and each of the local governments having jurisdiction
11over any portion of the route.
