|
2 | | WHEREAS, William F. "Bill" Dwyer, Jr. was a leader in his |
3 | | community; his positive attitude was reflected in all that he |
4 | | did for McHenry County; and
|
5 | | WHEREAS, Mr. Dwyer served on the McHenry County Board for |
6 | | 10 years between 1990 and 2000; during that same period of |
7 | | time, he also served as the Chairman of County Board's |
8 | | Transportation Committee; and
|
9 | | WHEREAS, As Chairman, Mr. Dwyer provided the necessary |
10 | | leadership to establish and oversee a Transportation Advisory |
11 | | Committee that would comprehensively evaluate the traffic |
12 | | conditions and develop a practical solution that was acceptable |
13 | | to the community for the extreme traffic delays at the |
14 | | intersection of Illinois Route 31 and Illinois Route 62, the |
15 | | most congested intersection in McHenry County; and
|
16 | | WHEREAS, Mr. Dwyer led the effort in securing federal |
17 | | funding and support for the Illinois Route 31 Western Bypass |
18 | | project in Algonquin, even providing testimony before the |
19 | | United States House of Representatives Transportation and |
20 | | Infrastructure Committee in 1997; and
|
21 | | WHEREAS, Mr. Dwyer was instrumental in forming and leading |

1 | | the McHenry County Better
Roads Coalition in 2007 to seek |
2 | | reinstatement of State roadway funding for the Western |
3 | | Algonquin Bypass that had dwindled, and ultimately |
4 | | disappeared, due to the State's financial difficulties; and
|
5 | | WHEREAS, Once completed, the Illinois Route 31 Western |
6 | | Bypass will reduce traffic congestion, improve traffic flow, |
7 | | and enhance vehicle and pedestrian safety along the entire |
8 | | transportation corridor and throughout downtown Algonquin; |
9 | | therefore, be it

10 | | RESOLVED, BY THE SENATE OF THE NINETY-EIGHTH GENERAL |
11 | | ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES |
12 | | CONCURRING HEREIN, that we designate the Illinois Route 31 |
13 | | bridge, currently being constructed as part of contract 60F72 |
14 | | over Crystal Creek in McHenry County (Structure No. SN |
15 | | 056-0077), as the "William "Bill" F. Dwyer Jr. Bridge" in honor |
16 | | of Mr. Dwyer and his work; and be it further

17 | | RESOLVED, That the Illinois Department of Transportation |
18 | | is requested to erect at suitable locations, consistent with |
19 | | State and federal regulations, appropriate plaques or signs |
20 | | giving notice of the name of the William "Bill" F. Dwyer Jr. |
21 | | Bridge; and be it further |
22 | | RESOLVED, That suitable copies of this resolution be sent |
