SYNOPSIS AS INTRODUCED:

10 ILCS 5/1-25 new

Amends the Election Code. Authorizes the Secretary of State to share information or data with any other state in order to maintain a state-wide centralized registration system. Authorizes the Secretary of State to share the voter registration information with a nonpartisan third party vendor as specified.

AN ACT concerning elections.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 5. The Election Code is amended by adding Section 1-25 as follows:

(10 ILCS 5/1-25 new)

Sec. 1-25. Voter registration data sharing.

(a) The Secretary of State may enter into an agreement to share information or data with any other state in order to maintain a state-wide centralized voter registration system. If an agency of this State, another state, or the federal government provides the Secretary of State with information or data to be used to maintain a centralized voter registration system, the Secretary of State shall (1) not use that information or data, except to maintain the system and (2) ensure that the information or data is held confidential if the information or data, while in the possession of such other agency or state or federal government, as applicable, was required to be held confidential, except as provided for in subsection (b) of this Section.

(b) The Secretary of State may provide this voter registration information or data to a nonpartisan third party vendor for the purpose of maintaining a state-wide centralized voter registration system, provided that the vendor's activities are performed under the supervision of the Secretary of State and the vendor has entered into an agreement to protect the confidentiality of the voter registration information or data.
